Netstat-ano | findstr "port number"

Find the port and take a look at the last column, which is the process number pid

And then,

Tasklist | findstr "pid"

If you want to kill

Taskkill / T / F / PID {pid}

Where / T is tree kill

/ F is forced to kill.
