You are using pip version 9.0.3, howerver version 18.1 is available

Using sudo pip install -upgrade pip gets you to 18.1, but executing stack.sh gets you back to 9.0.3

Reason: Because the reason is that the version will be checked during installation, it will be reinstalled if it is not within the specified range, and the latest version will be required later, resulting in infinite loop.

Solution 1: vi/home/devstack/tools/cap-pip.txt

Show pip!= 8,
