Shulou(Shulou.com)06/02 Report--

1.1 Project implementation method

The adoption of standard implementation methods and specifications is the guarantee for the successful implementation of the project. After summarizing the experience of the successful implementation of a number of large-scale enterprise information portal platform projects, combined with advanced implementation methods and tools at home and abroad, and according to the actual situation of Chinese enterprises, extract a set of standard and scientific implementation methods. At present, this method has not formed a unified name in the industry, but the substantive approach adopted is more or less the same. This paper introduces the general operation methods in implementation, which can not only improve the efficiency of system implementation, but also ensure the successful implementation of the project. One of the cores of the implementation method is the path map, as shown in figure 1-1.

According to the general implementation method, we divide the implementation process of the enterprise portal platform project into four stages, namely, preparation stage, blueprint design, system implementation, acceptance delivery. The following will describe in detail the main work contents, work results, work location, starting conditions and the responsibilities of the project teams of both parties in these four phases, and focus on the results submitted for project acceptance.

Figure 1-1 the core content of the general portal project implementation methodology-implementation path map

(1) preparation stage

The main work of this stage is to complete the project organization, implementation plan, implementation goal, acceptance standard, implementation plan and so on. Project preparation mainly completes the preparatory work for the client's project before the start of the project, including project establishment analysis, the establishment of the enterprise project organization and Party B's software company project organization, pre-project document analysis, customer background research, define project implementation strategy, project implementation plan and draft project implementation master plan, and communicate project organization requirements and project conventions with customers.

(2) Blueprint design

The purpose of this stage is to fully understand the needs of customers, at the same time through standard training to let customers understand the application products, expand customer thinking, and finally learn from some classic cases to complete the blueprint design of the enterprise portal system. Design a business blueprint that not only meets the needs of the enterprise, but also accords with its own characteristics, and uses it to guide the implementation of the system.

(3) implementation of the system

This stage is mainly based on the blueprint design, through the product function to achieve the enterprise portal platform, and through data preparation, system initialization, system switching to achieve normal operation.

(4) Project acceptance

The main work of the project acceptance phase is the review and summary of the implementation work, the recognition of the implementation work, and also the work report to the senior leaders of both sides. At the same time, it is clear that there are still some problems and deficiencies in the implementation of the project, which need to be improved and improved in the future service process. Project acceptance is divided into stage acceptance and final acceptance. The stage acceptance refers to the acceptance according to the service content of each stage of the project implementation. The trial operation period of the system is 3 months. Within 15 working days after the end of the trial operation period, Party B shall provide the phase acceptance report. The final inspection is the system acceptance after the completion of the acceptance of each stage of the project implementation, the trial operation period of the system is 3 months, and the end condition of the trial operation is that the software system runs continuously and stably for 30 days, and the system does not stop service due to non-human factors.

Party B shall provide the final inspection report within 15 working days after the end of the trial period. From the qualified date of system final inspection (FAC), the system enters the maintenance support period.

1.2 Analysis of key elements for successful implementation of the project

(1) implementation by stages, pilot construction first, and promotion in the later stage

The enterprise system portal platform project has a large number of target application units and departments, and the requirements focus of each level is different. At the same time, the system involves many types of personnel, including senior decision-makers, middle managers, business operators and ordinary employees. Eventually, it will be built into a full-staff application system to assist leaders in decision-making, assist middle management, help business operators, and provide services for ordinary employees, whose business requirements have hierarchical characteristics from basic to high-end.

Therefore, it is scientific and reasonable for the information system to be implemented in different levels and stages. At the same time, in each stage of the implementation process, first in the pilot units or departments for system construction and verification, and then comprehensive promotion, which is also the best way to ensure the rapid progress of implementation. On the contrary, the comprehensive online promotion regardless of levels, priorities and eyebrows will increase the complexity of system implementation, make it more difficult to limit the demand boundary, prolong the implementation cycle, and easily fall into huge and complicated projects. Finally, it leads to the failure of the project.

(2) to formulate a feasible project plan to effectively ensure the investment of human resources.

In the process of project implementation, due to the heavy task and short cycle, it is necessary to invest the corresponding human resources to the maximum extent. The sufficient input of project personnel (business personnel, technical personnel, etc.) of all parties shall be effectively ensured, including the dedicated system of Party B's core project team personnel, the enterprise core project team personnel system, and the subordinate second-level unit dedicated system. Ensure the sufficient input of the members of each project team at all stages, and at the same time, the relevant departments of the project team and second-level units should work together to fully ensure the progress and quality of the project.

(3) training at different types and levels to realize knowledge transfer.

Training is not only an important link in the process of project implementation, but also an important means to achieve knowledge transfer in the process of project implementation. During the training phase, Party B will send people with rich experience and best understanding of the enterprise system as training lecturers, the training process will be organized by the enterprise, and the business and technical backbones involved in the use of the system in headquarters and subordinate units will participate. Relevant centralized training courses for personnel of different levels and responsibilities will be offered. The operational and technical backbones at all levels who participate in the centralized training will be responsible for the training of other personnel of the unit and the relevant operation and maintenance work after the system is launched. Through training to train key users, and finally achieve knowledge transfer.

(4) full attention of senior leaders

The success or failure of an information system construction, especially the success or failure of the enterprise portal project construction, is inseparable from the attention of the leaders. If possible, coordinating the portal project as far as possible can get the full attention of the leaders at all levels of the enterprise. And the senior leadership personally acts as the leader of the project team, so that more than half of the project is successful. At the same time, through the construction of the system, leaders at all levels can also realize the benefits and value brought by the new system.

(5) Rapid application and quick results to ensure the return on investment.

Enterprise informatization is an investment project, which needs to receive benefits, and the return on investment should follow the principle of rapid application and quick results. Of course, we also realize that the information project is a long process, and the significant investment benefit is gradually recovered through the continuous promotion of the information project. In order to ensure the smooth progress of the project, the first step must be steady and successful. When the first shot is fired, it is bound to inspire everyone's confidence in informatization; otherwise, in a variety of different understandings and criticisms, coupled with the high-intensity work of the information team, it is easy to distract the morale of the army and cause the failure of the informatization project.

In the information project, we must always adhere to the principle of rapid application and quick results. Make use of the good structure of the product to make the system quickly meet the business needs and achieve rapid configuration; achieve rapid implementation through professional consultants, scientific implementation methods and fine project management; through the friendly user interface and user-friendly design of the system, so that the system operators can quickly familiarize themselves with the system, combined with all-round high-quality service, so that the system can be quickly applied in the enterprise. With the operation of the information system, it is bound to give full play to its due effect and achieve results quickly.

1.3 Project quality Management and risk Control 1.3.1 Overview of quality Management

1. Purpose of quality management

Quality management is a process to ensure that the project meets the required quality, and its role is to ensure that the enterprise portal platform project meets the quality requirements, complete the project on schedule and minimize risks.

Project quality management is a systematic process, and the necessary resource conditions must be created in the process of implementation to meet the project quality requirements. The functional departments of the enterprise and Party B shall ensure the quality of work and projects, and realize the procedure, standardization and standardization of the work.

2. Quality management process

The project quality management process can be divided into the following four links.

First of all, an effective quality standard system should be established. The establishment of appropriate quality measurement standards is the premise and key work of project quality management. According to the enterprise's overall strategic planning and project implementation plan in the implementation of the project, the main body of the implementation of the portal platform must first establish a standard system to measure the quality of the project. The standard to measure the quality of a project generally includes the scope of the project, the specific implementation steps of the project, the estimation of the project cycle, the detailed arrangement of the project work, and so on.

Secondly, effective measures should be taken to monitor the actual operation of the project during the implementation of the project. In the process of system implementation, collect the relevant information in the project implementation process according to the requirements, observe and analyze the actual situation in the project implementation process in order to monitor. In order to achieve the purpose of effectively monitoring the project, the monitoring measures and communication channels that can be used include formal monitoring and communication channels, such as project progress reports, regular project meetings, milestone meetings, minutes of various meetings, etc.; informal monitoring and communication channels, such as talking and discussing with project team members or end users, informal communication with enterprise management, etc. In this link, according to the requirements of the project quality standard system, through effective monitoring measures and channels, comprehensively and objectively track and reflect the actual situation of project implementation.

Thirdly, the actual performance in the process of project implementation is compared with the project quality measurement standards, and the differences are analyzed. When monitoring and tracking the actual operation of the project, it is often necessary to solve some problems, such as "how is the project going", "how is the deviation from the project plan caused" and so on. Through the comprehensive analysis of the relevant measurement indicators of project implementation, it provides a basis for objectively evaluating the quality of the project, and helps the project team to monitor and manage the actual progress of the project quickly and effectively. thus, effective measures can be taken to ensure that the project implementation runs according to the established track.

Finally, reasonable corrective measures should be taken according to the specific situation. After comparison and analysis, if the deviation is found, appropriate measures should be taken to correct it to make the project implementation back to the right track. The available corrective actions include redrawing the project plan, rearranging the project steps, reallocating the project resources, adjusting the project organization, adjusting the project management and so on.

In the process of quality management, we need to do a good job in the organization of project quality management. As the implementation process of the whole portal platform involves the enterprise and Party B's personnel, in order to do a good job in project quality management and achieve the expected quality goals, in the organizational structure of the whole project, it is necessary to clearly establish the team responsible for the project quality management and its related work flow, and prepare for the project quality management from the organizational aspect.

1.3.2 implement process quality management system

1. Project team management

The successful implementation of information projects must have efficient organizational guarantee and strict organizational norms. For the implementation of the enterprise portal platform project, Party B and the enterprise respectively set up project teams to scientifically and rationally divide the work, closely coordinate and cooperate, and jointly complete the implementation of the project.

The project team is divided into three levels: leading group, project manager and project team. The daily implementation work is carried out by the project managers of both parties.

During the implementation of the project, the members of the project team should have sufficient time guarantee. The leading group has 10% time guarantee every week, the project manager has 100% time guarantee every week, and the project team has 50% time guarantee every week.

2. Project communication management

The regular meeting system should be established during the implementation of the project. The meeting shall be held at a fixed time (it is suggested that every Friday), and the participants shall be the project managers and project teams of both parties. In case of important meetings such as project launch meeting, plan presentation meeting, project acceptance meeting, etc., members of the leading groups of both parties are required to attend. The contents of the meeting include: review of this week's work content, project progress and overall status, existing problems, problem cause analysis, problem improvement measures, work objectives and detailed work arrangements for next week, etc. The weekly regular project meeting should match the implementation progress with the implementation plan, and provide a basis for objective evaluation of project quality through a comprehensive analysis of the relevant measurement indicators of project implementation. help the project team to monitor and manage the actual progress of the project quickly and effectively, so that effective measures can be taken to ensure that the project implementation runs according to the established track. The procedure and notes of the meeting are as follows.

-before the meeting, the meeting convener shall prepare the meeting topics and related materials and, in principle, notify the other project team in writing (by e-mail) 2 working days in advance.

-the meeting must make resolutions on various topics and should not discuss them without achieving results.

-within 3 working days after the meeting, the parties shall rotate to complete the minutes of the meeting and submit it to the project team of the other party for confirmation within 2 working days.

-before the end of each meeting, the person presiding over the minutes of the meeting shall list in writing the decision-making conclusions on the relevant topics of the meeting, which shall be confirmed by the top leaders of both parties. Both parties shall comply with the confirmed decisions of the meeting.

3. Project document management

The project documents shall be uniformly managed by both parties, and the project documents shall be collected, archived and backed up according to the project implementation phase.

The person in charge of project documents in Party B's project team is: party B's project manager.

The person responsible for the project document of the enterprise project team is: the enterprise project manager.

It is backed up every other week, and a copy of the saved disk is saved in the enterprise.

4. Project problem management

In the process of project implementation, when problems are encountered, they need to be dealt with according to different categories of problems, and problems are not allowed to be reflected to the project team or delayed.

-process issues shall be communicated and resolved by the problem finder with Party B's implementation consultant and the project managers of both parties; if there is a process that affects the overall operation, the process needs to be discussed at a special meeting and resolved through consultation.

-for software application and operation problems, the problem finder shall give feedback to the implementation consultant of Party B, and the implementation consultant of Party B shall be responsible for solving the problem.

-hardware or network problems, the problem discoverer gives feedback to the enterprise system administrator, and the enterprise system administrator is responsible for solving the problem.

All issues shall be uniformly recorded and filed by the project designated personnel of both parties.

1.3.3 risk control

Through the analysis of a large number of risk events, the following events have the greatest probability and the greatest impact in this project. How to minimize the impact of these events on the project is the main work of project risk management. First of all, these events need to be prevented; second, once they are inevitable, necessary and prepared responses should be taken to reduce the impact of risks on project objectives to a tolerable level.

1. Technical risk

The construction of the enterprise portal platform project adopts advanced information technology, and needs to be docked with various business units, multiple technical support systems and multiple business systems in the process of construction. The construction of the portal platform project involves a wide range of related systems and requires a wealth of professional knowledge. Therefore, there are certain technical risks in the project construction, so we need to be fully aware of the technical difficulty of the project from the beginning of the system construction, and strictly follow the standards and norms of the enterprise project construction in the system construction. carry out construction step by step and stage by stage, reserve sufficient expert resources, hold more meetings, discuss more, draw on collective wisdom, break through the technical difficulties one by one, and strive to reduce the technical risk to the minimum.

2. Demand risk

The project construction is a complex system with long project cycle, more related departments, large amount of data and high functional requirements of the system.

In order to reduce the risk of unclear project requirements and frequent changes, it is necessary to do adequate demand research at the beginning of the project, hold more meetings, discuss more, produce more prototypes, communicate with users in a timely manner to confirm the requirements, effectively understand the business needs of various business departments on the project, and avoid misunderstanding and one-sidedness of the requirements as far as possible. At the same time, in the process of project construction, strictly abide by the rules and regulations of project management, strictly review and control the changes of project requirements, in order to ensure the quality and progress of the project.

3. Coordination and communication risks

In the process of project construction, multiple departments need to be coordinated, involving a number of important project stakeholders. The effect of communication and coordination with these departments and important stakeholders will directly affect the quality and progress of the project. This requires all relevant units to fully understand the importance of project communication management, formulate relevant systems, implement dedicated posts, and establish and ensure unobstructed communication channels, such as holding regular communication meetings, teleconference and video conferences. send communication reports regularly.

4. Implement team management risk

The construction of the project is a process with a long period and a wide range, and many developers and implementers are involved in the construction process. Of all the stakeholders in the project, the project team is critical to the success of the project. How to select the right people, how to train people, how to give full play to the role of everyone, and how to organize into an efficient team plays a vital role in the success or failure of the project. The team members of this project are characterized by high education, high quality, strong mobility, youth and passion, and high work intensity is the remarkable characteristics of the enterprise project. Under such circumstances, how to stimulate the career ambition of team members and how to form such individuals into a super-effective team is an important issue in front of the project manager.

1.4 Roadmap for project implementation

In the construction process of the project, we follow the principles of production, standardization and standardization, openness, expansibility, ease of use, landing, security, robustness, auditability and so on. At the same time, in order to quickly realize the application effect of "people-oriented and post-centered" and achieve a new breakthrough in system integration and information portal construction, according to the cooperation intention reached by both sides in the previous period, the construction of the enterprise portal platform project is to be divided into two phases, and we will adopt the "four-step" implementation strategy in the six-month project construction cycle. The implementation route of the project is as follows.

The first step is to plan and design the business blueprint of the enterprise portal platform according to the requirements. The design of the business blueprint is very important, its quality directly determines the function and positioning of the portal platform, and determines the direct experience and satisfaction of the end users.

The second step is to quickly build a basic framework according to the business blueprint and the functions of the product itself, so as to complete the construction of the urgently needed functions in the near future, and make the end users and leaders see and feel the portal platform in time. The theme of the second step is "quick effect", and its core evaluation criterion is to verify the correctness of the overall plan. The main functions involved in the second step include the realization of personal workbench, leadership portal, single sign-on, portal presentation of some information systems, integration of key application systems, and so on.

The third step, on the basis of the second step, improve each function point, and continue to deepen each function on the portal business blueprint, such as the unified management and synchronization of user information (extending the scope to various application systems), the deepening application of knowledge management, the task management of project management and so on.

The fourth step is the trial operation of the portal platform system. In the process of trial operation, gradually improve the system function, improve the system deployment structure, improve a variety of related technologies, application norms, and carry out large-scale training and promotion in the enterprise. Organize and carry out targeted testing through third-party evaluation institutions.

1.5 Project implementation schedule

Under the guiding ideology of "four steps", in order to effectively ensure the quality of project construction, the whole process of project construction is divided into four stages: portal planning, quick results, enriching applications, and improving the system, and each stage completes the corresponding tasks to ensure that the construction of the enterprise portal platform project can be carried out smoothly.

The project implementation schedule is shown in Table 7-1 (the time of each phase of the project is only an example).

The first phase: portal planning

1.6 Project implementation team 1.6.1 team formation principles

The construction of portal platform is a complex information project, involving a wide range of products and technologies. For this project, we will form the development and implementation team of this project in accordance with the principles of efficient organization, cooperation and knowledge sharing.

1.6.2 organizational structure for project implementation

The successful implementation of information projects must have efficient organizational guarantee and strict organizational norms. Facts have proved that the project manager responsibility system is an effective measure for the success of information projects. For this project, we suggest that for the implementation of the enterprise portal platform project, Party B and the enterprise should respectively set up project teams, scientific and rational division of labor, close coordination and cooperation, and jointly complete the implementation of the project.

-the project team of Party B is divided into: project leading group, final application group, system management group, key user group, etc.

The enterprise project team is divided into: project leading group, implementation group, consulting group, development and integration group, service support group, etc.

1.7 training services

Project training is not only an important part of system implementation, but also the first step for the enterprise application system integration platform to be put into application. Through the omni-directional training of the project decision-making and implementation personnel, we can analyze and control the implementation risk of the project in advance, unify the thinking, and correctly understand and apply Party B's implementation methodology. And through training, the technical staff of the enterprise will also have an in-depth understanding of the development background, technical architecture and development ideas of the application system integration platform, so that technicians can maintain the application integration platform more easily and ensure the safe operation of the system.

The training of the enterprise application system integration platform project will run through the whole process of the project, which can be divided into three stages: pre-implementation training, during-implementation training and post-implementation training. The effect of the training will directly determine whether the operators can correctly apply the operation software in the future, whether they can meet the requirements of the post operation software, and ultimately affect the successful implementation of the whole software system. Therefore, we should attach great importance to training services. The personnel of both sides should cooperate with each other, take the initiative, and strive to achieve the desired training results.

Training is mainly divided into system application training and system management training, these two kinds of training have great differences in training contents and training requirements, therefore, in the whole project training process of the enterprise, for different application systems, different departments training, we pay attention to the training focus is also different.

1.7.1 training purpose

The training for this project will run through the whole process of the project, which can be divided into three stages: pre-implementation training, during-implementation training and post-implementation training. The main purpose of pre-implementation training is to understand the implementation process and product framework of the project, and to initially grasp the use of basic modules, so as to better cooperate with the work of the project and collect data in the future implementation process. The main purpose of the on-site training is to be familiar with the business function operation of the enterprise project system, to master the use of system management, to correctly organize the static and dynamic data needed by the system, and to learn to understand and apply various standards and norms. The post-implementation training is mainly centralized training, the main purpose is to combine the various problems in the implementation process, strengthen the training of relevant personnel, realize the transfer of technology and management knowledge, and finally cultivate the enterprise's own system management and maintenance team.

1.7.2 training organization

In the training of this project, we will use the following ways to organize the training.

-in the training organization, Party B will jointly form a team of training lecturers, which will be trained by multiple training groups in turn. Due to the large number of users, various departments have been launched successively, so the training is not carried out at the same time, but staggered time to carry out training in turn.

-in terms of timing, it is consistent with the overall implementation plan of the system and the principle of phased construction of the project, and we also guide the training work in accordance with the principle of step-by-step training and phased training.

-in terms of training methods, the training work is carried out by the combination of individual training, video training and on-site training.

-in terms of training management, make training records for each training and implement an assessment system for some courses.

-in the form of training, we can use the combination of case explanation, system teaching, computer practice and so on.

1.7.3 training object

The training courses we provide for this project mainly include three types of users.
