Recently, the first White Paper on the Ecology of ICT talents in China (hereinafter referred to as the White Paper) was jointly issued by the China Software Industry Association, the Industry-University-Research Alliance of Information Technology New Engineering, Huawei and Jishi Information. From the perspective of ecology for the first time, the white paper comprehensively shows the change of talent demand in the information technology industry and the development trend of the ecology of information technology talents in the process of enterprise digital transformation. And put forward three key words of new momentum, new ecology and new talents.

According to the analysis of data from the National Bureau of Statistics and the Ministry of Education, the overall demand gap for talents in the information technology industry reached 7.65 million in 2017. The dislocation of talents in the information technology industry is mainly manifested in four aspects: the dislocation of supply and demand-the lack of absolute supply of talents restricts the development of the industry; regional dislocation-information technology talents become the bottleneck of the development of digital application in underdeveloped areas; structural dislocation-the lack of high-end innovative, applied and professional talents restricts the deepening of industry application. Echelon dislocation-outstanding middle-level talent dislocation restricts the healthy and rapid development of the industry.

Lu Weifeng, Vice Chairman and Secretary-General of ▲ China Software Industry Association and Vice Chairman of Industry-University-Research Alliance of Information Technology New Engineering

Lu Weifeng, vice chairman and secretary-general of China Software Industry Association and vice chairman of the Industry-University-Research Alliance of Information Technology, said, "strengthening the deep integration of industry-university-research is one of the feasible ways to train ICT talents with high quality and speed. Only through the deep integration of industry-university-research can we quickly and accurately strengthen the supporting role of talent sources to the industry, and greatly shorten the process time of college students' service industry."

He also pointed out, "from this year, we will continue to pay attention to the development and supply of ICT talents in China under the guidance of the China Software Industry Association and the New Engineering Alliance. We hope that through the release of the white paper, we can make ICT enterprises, leaders of the digital economy and industry followers, as well as the government and education circles pay attention to the cultivation of ICT talents."

Why should Huawei invest in ecology, and then invest in ICT talent ecology? In response, Cai Yinghua, president of Huawei EBG China, said, "talents are not only the driving force for the ecological development of ICT, but also the engine for the digital transformation of Chinese enterprises. Nowadays, the ecological cooperation between industry, university and research is widely recognized, and the link is no longer limited to products and technology, but a talent ecosystem in which values are recognized, abilities are matched, and talents are shared."

Yang Wenchi, vice president of Huawei EBG China and president of Huawei Ecological University, ▲

Yang Wenchi, vice president of Huawei EBG China and president of Huawei Ecological University, said at the press conference that the launch of the White Paper on the Ecology of ICT talents in China is a very meaningful move for Huawei Ecological University. We have been preparing the White Paper since September last year, during which time we received strong support from the China Software Industry Association and the Industry-University-Research Alliance of Information Technology New Engineering. The white paper comprehensively shows the changes in the demand for talents in the information technology industry from an ecological perspective for the first time, and comprehensively explains the development trend of the ecology of information technology talents in the process of enterprise digital transformation. "

Yang Wenchi added: "take my Huawei business as an example, we spend hundreds of millions of yuan every year on the ecological construction of China's ICT talents. In March this year, the former Huawei ICT College and Huawei partner University integrated and upgraded, formally established Huawei Ecological University, and regarded it as a new carrier of Huawei ICT talent ecology, working together with the government, educational institutions, industry associations and partners and other ecological parties to become the talent engine of China's digital transformation. "

Wang Junkai, Deputy General Manager of ▲ World Planning Information

Wang Junkai, deputy general manager of Jishi Information, said in the panoramic interpretation of the White Paper, "the focus of this white paper is always on the talent dilemma. By exploring the core causes of the talent dilemma, we find out the bottleneck of the dilemma and lead to the key point of breaking the situation. We break the difficulties of talents and promote cooperation between schools and enterprises, and the ultimate goal is to prosper the ICT ecology, which echoes the starting point of our digital China.

The White Paper on ICT Talent Ecology in China consists of six chapters: macro talents, industrial ecology, emerging fields, talent trends, school-enterprise cooperation, and industry suggestions.

First, macro talents. The ICT industry is accelerating the transformation to ecological and intelligent; the connotation of ICT talents further highlights the "ecological characteristics"; the sustained prosperity of ICT ecology increases the gap of talent demand; the four major dislocations of talents restrict the further development of industrial ecology; industrial reform has become the first driving force of talent demand.

Second, industrial ecology, ICT new ecology determines the direction of talent demand; distribution agent: pre-sales consulting talent demand is increasing; IT solution business: business model innovation brings diversified talent demand; channel business: channel transformation leads to more ecological service talent gap.

Third, emerging fields. Talents in emerging fields have become the key to maintaining the rapid growth of the ICT industry; cloud computing: consulting talents who need to promote "business on the cloud"; big data: dual-material talents who need to understand data and understand business better; Internet of things: demand for scenario applied talents with comprehensive knowledge system; artificial intelligence: leading talents with deep integration of demand and industry; and accelerated differentiation of talents in emerging fields.

Fourth, the trend of talents. Under the background of digital new momentum, there will be a large number of talent gaps in the ICT ecological channel system; the "middle backbone" of the connecting link will become the scarcest link; the comprehensive ability training of ICT talents will turn to five key points; the "robbing war" will become more and more fierce, and the demand for talents in second-and third-tier cities will soon erupt.

Fifth, cooperation between schools and enterprises. The construction of new engineering provides a new direction for the plight of ICT talents; colleges and universities speed up the top-level design reform to provide "quality" and "quantity" talents; ordinary colleges and universities go out of the ivory tower to build a new trend of practical talent training; higher vocational colleges create ICT talents with regional, industrial and time characteristics.

Sixth, industry suggestions. Take corporate culture as the outline, build a talent training mechanism in line with corporate characteristics; strengthen the construction of diversified talent system, highlight the cultivation of comprehensive talents; build a community of interests between the company and employees, and build a long-term development talent mechanism; leading enterprises join hands with ecological parties to build a talent engine for digital transformation.
