What is the separation of Display and Settle functions in SAP MM MRKO functions?

The SAP system has the functions of consignment purchase and pipeline procurement, and provides a standard transaction code MRKO to support the business of reconciliation and regular settlement with suppliers. In project practice, pipeline procurement is used relatively little, while consignment procurement is used more frequently.

The following figure shows the initial interface of the MRKO transaction code in the standard system

In this interface, we can see that there are two processing modes, one is Display and the other is Settle.

Display is mostly used to export reports and reconcile with suppliers.

Settle: it is used to directly generate Invoice documents to facilitate the financial department of the company to make follow-up payments according to invoice.

In project practice, which department uses this transaction code, different projects have different practices. Customers of some projects require that only the finance department can use MRKO;. In some projects, the purchasing department can use the display function in MRKO to reconcile with suppliers.

In the A project in which the author works, the financial business department stipulates that only the financial department has the authority to implement MRKO (mainly Settle function, generating invoices). The problem is that the users of the purchasing department put forward that they want to use the display function in MRKO to reconcile with suppliers. How to meet the requirements of these two departments at the same time with the simplest solution?

Of course, the author thinks that the permission control of SAP can be accurate to the field Level of the interface, so I try to find out which permission object can realize that the purchasing department can only use the Display function in MRKO. I checked the information on the Internet, and there are some clues.

1) it has been suggested that the permission object F_BKPF_BUK can be used, as shown in the screenshot below:

As a matter of fact, some people have tried according to this idea and found that this requirement cannot be met.

2) it has also been suggested that the standard SAP does not enable the procurement department to use only the display function in MRKO through access control. The solution is either to create a new MRKO-like program with only display functions but no settle functions, or to make enhancements to implement it.

After communication and discussion with some SAP counterparts, it is found that there is no better solution except for development / enhancement. It seems that the access control design of SAP system is not enough in terms of flexibility.
