The Recoverable Items folder (known as the Dumpster in earlier versions of Exchange) exists to prevent accidental or malicious deletions and to facilitate discovery efforts that often occur before or during litigation or investigation.

search-mailbox -identy "mailboxname" -searchdumpsteronly -deletecontent

2. Command execution requires permissions such as discovery management, import export, etc.
