4) expand Remote Server Administration Tools > Role Administration Tools

Expand Remote Desktop Services Tools

Select Remote Desktop Licensing Diagnoser Tool.

5) Select Remote Desktop Session Host

6) next, install and restart

7) add RDP license server

Computer Configuration > Administrative Templates > Windows Components > Remote Desktop Services > Remote Desktop Session Host > Licensing.

Enable Use the specified Remote Desktop license servers and enter server or ip in license server to use:

8) delete the permissions of C disk and User to create folders and files
