After checking the log and testing, the reason is that emagent cannot restart

Emctl start dbconsole starts normally, but http://localhost:1158/em/ cannot access it

Close oem,emctl stop dbconsole first, then ps aux | grep emagent

Check PID,kill pid, and then in emctl start dbconsole, you can start EM.
