Set teamviewer13 boot self-boot in win server 2008 R2, as shown in the screenshot below.

Step 1 Open Group Policy

Step 2 double-click run these programs when the user logs in

Step 3 Select "enabled" and click "Show"

Step 4 add the path to "TeamViewer.exe" and save

Step 5 the computer connects to the Internet, restarts the computer, verifies the teamviewer13 unattended and boot functions, and confirms that it is normal.
