The conventional increment index takes one natural year (CTOnews.com note: 12 months) as a configuration cycle, the allocation quota of ordinary car increment index is 80,000 in each cycle, and the quota is allocated monthly and may not be allocated across cycles; there is no quota limit for hybrid electric car increment index and pure electric car increment index. Ordinary car increment indicators are allocated with 40,000 each by lottery and bidding, with 88% for individual indicators and 12% for unit indicators. Hybrid electric car increment index and pure electric car increment index are directly configured after application and qualification examination.

The special increment index is allocated at one time by the way of ladder lottery. The quantity and time of the allocation of indicators shall be studied and formulated by the municipal transportation department, which shall be submitted to the municipal people's government for approval and announced for implementation.

The draft for soliciting opinions proposes that for those who apply for the special ordinary car increment index, the number of ladders shall be determined according to the number of times the applicant accumulates to participate in the ordinary car lottery, and the number of ladders shall be calculated as follows:

Those who have not won the lottery for a total of 1 to 24 times will be the 1st ladder.

Those who have not won the lottery for a total of 25 to 48 times are the second ladder.

Those who have not won the lottery for a total of 49 to 72 times are the third ladder.

Those who have not won the lottery for a total of 73 to 96 times are the fourth ladder.

Those who have not won the lottery for a total of 97 to 120 times are the fifth ladder, and so on.

For each step up the ladder, the applicant will add a lottery code to the lottery.

The Shenzhen Municipal Transportation Bureau said: "the new special increment index and the ladder lottery configuration can increase the chances of winning the lottery for all applicants who participate in the car lottery index, and the more applicants who participate in the lottery period, the higher the success rate." At present, the success rate of individual license plate lottery in Shenzhen is about 0.24%.

At the same time, the draft for soliciting opinions intends to adjust and improve the time for determining the enterprise tax quota, the situation in which the applicant resides in this city, and the period of validity of the incremental index code, and appropriately relax the scope and conditions of the incremental index application object.

Specifically, according to the current rules, individuals applying for ordinary car increment index, hybrid car increment index or pure electric car increment index can be identified as "residence in this city". The draft for soliciting opinions extends it to seven situations.

The seven situations of "residence in this city" include:

Registered permanent residence personnel in this city

Non-registered residents who hold a valid residence permit in this city and have paid (excluding supplementary payment) basic medical insurance in this city for more than 2 years in a row

Active servicemen of the troops stationed in Shenzhen (including the armed police force)

With valid identity certificates, Hong Kong and Macao residents and overseas Chinese who have lived in this city for more than 9 months in each of the past two years, Taiwan residents who have applied for a visa or residence permit in this city for 2 consecutive years and have lived in this city for more than 9 months each year, and foreigners who have applied for visas or residence permits in this city for 2 consecutive years and have resided in this city for more than 9 months each year

According to the relevant regulations of the state and Guangdong Province, it is determined that the old-age insurance benefits are received by non-registered retirees in this city.

Persons registered in the Shenzhen-Shantou Special Cooperation Zone, or those who hold a valid residence permit for the registered address of Guangdong Province in the Shenzhen-Shantou Special Cooperation Zone and have recently paid basic medical insurance in this city for more than 24 months.

A person who holds a Guangdong talent Youyue card An or B card and works in this city.
