According to the Ministry of Industry and Information Technology, the research and drafting of the "measures" is aimed at strengthening the comprehensive utilization and management of power batteries of waste and new energy vehicles, promoting the recycling of resources, and promoting the high-quality development of the new energy vehicle industry. The draft of the measures for soliciting opinions points out that automobile manufacturing enterprises should use power battery fixed parts that are easy to maintain and disassemble on the premise of ensuring safety, and record the corresponding information of new energy vehicles and their power battery codes.

At the same time, automobile manufacturing enterprises should record the traceability information of new energy vehicles and their owners through new energy vehicle sellers and other channels, and specify the requirements and procedures for the maintenance, decommissioning and recycling of power batteries in the vehicle user manual or other vehicle delivery documents, when the power battery meets the decommissioning conditions prescribed by the enterprise Timely inform the requirements and procedures of recycling for owners of new energy vehicles through on-board information systems or after-sales service channels.

In addition, the automobile manufacturing enterprise shall set up or entrust a collection recovery service network matching the sales volume within the administrative area at or above the prefecture level where the new energy vehicles are sold by the enterprise; battery production enterprises shall set up or entrust centralized storage recovery service outlets matching sales volume within the provincial administrative areas where the power batteries are sold directly by the enterprise.

According to previous reports by CTOnews.com, the China Automotive Power Battery Industry Innovation Alliance released monthly data on power and energy storage batteries in November 2023, showing that China's combined power and energy storage battery production in that month was 87.7GWh, an increase of 13.4% month-on-month and 40.7% year-on-year. From January to November, the cumulative output of power and energy storage batteries in China was 698.7GWh, an increase of 41.6 percent over the same period last year.
