At the same time, the Municipal Market Supervision Bureau revised the "Compliance guidelines for webcast Marketing activities in Shanghai" issued in 2022.

CTOnews.com noted that Article 6 (1) of the Compliance guidelines for webcast Marketing activities in Shanghai clearly states that operators in the platform should not be required to sign a "lowest price agreement" or other unreasonable exclusive mandatory provisions.

The Compliance guidelines for webcast Marketing activities in Shanghai also restricts the behavior of anchors. Article 7 (4) stipulates that anchors and other persons participating in live broadcasting shall perform and bear the legal responsibilities and obligations of advertising spokesmen if they recommend and certify commodities or services in their own name or image and constitute advertising spokesmen.

Article 7 (5) stipulates that if the anchorman signs an agreement directly with the operator in the platform, he shall not require the operator in the platform to sign the "minimum price agreement" or other unreasonable exclusive compulsory provisions, and to fulfill his tax obligations in accordance with the law.

Article 16 states that live broadcasting marketing platforms, studio operators and anchors shall not make use of service agreements, transaction rules and technical means to impose unreasonable restrictions or impose unreasonable conditions on the transactions and transaction prices of other operators in live broadcasting rooms, or charge unreasonable fees from merchants.
