CTOnews.com reported on December 10 that the newly revised Guangzhou Urban Rail Transit Administration regulations (hereinafter referred to as "regulations") will come into force on January 1, 2024. The urban rail transit referred to in the regulations refers to the urban rail public passenger transport system such as subway, light rail, tram and so on. There are eight chapters and 40 articles in the regulations, which standardize urban rail transit planning and construction management, facility protection, operation services and management, safety and emergency management, interconnection, legal liability and so on.
CTOnews.com noted that the regulations amend and improve behaviors that affect the operation order and the appearance and environmental hygiene of public places, increase the prohibition of carrying electric vehicles into stations, prohibit the use of electronic devices to play sound, and prohibit behaviors such as wearing masks or wearing makeup that can easily cause discomfort and panic to others.
In order to enhance citizens' travel experience, the regulations require urban rail transit operators to provide convenient services for the elderly, the weak, the sick, the disabled, pregnant and passengers carrying infants and young children, and to set up special seats in the train; rationally allocate station toilets, maternal and infant facilities, as well as first aid kits and automatic external defibrillators; set up emergency buttons in conspicuous positions on trains and stations, and announce emergency numbers to respond to passenger needs in a timely manner.
In order to maintain the operation order of urban rail transit, Article 21 of the regulations explicitly prohibits 10 types of acts that affect the operation order of urban rail transit, which are:
(1) illegally intercepting trains and blocking transportation
(2) entering tracks, tunnels, cabs or other prohibited areas without authorization
(3) climbing or climbing over fences, fences, guardrails, guard nets, platform doors, brake machines, trains, etc.
(4) forcibly get on and off the bus
(5) crossing the yellow safety line or leaning against the platform door (security door)
(6) to bring electric walking tools (except electric wheelchairs for barrier-free use) and bicycles (except folding bicycles that are properly packed and meet the requirements for carrying luggage) to enter the station and take the bus.
(7) to stir up trouble, fight, molest others, peep or secretly take pictures of other people's privacy in the station or train.
(8) shooting films, TV dramas and advertisements without the consent of the urban rail transit operating unit
(9) disobeying the guidance of the on-site staff
(10) other acts that affect the operation order of urban rail transit.
In terms of legal liability, the regulations stipulate that urban rail transit operators have the right to stop those that affect the operation order of urban rail transit or endanger the safety of urban rail transit. If the act constitutes a violation of the administration of public security, it shall be dealt with by the public security organ according to law. If the case constitutes a crime, criminal responsibility shall be investigated according to law.
Article 22 of the regulations clearly prohibits nine types of behaviors that affect the appearance and environmental hygiene of urban rail transit public places in urban rail transit facilities, namely:
(1) parking vehicles, stacking sundries, setting up stalls or distributing printed materials without authorization
(2) spitting, defecating, chewing gum, littering pericarp, confetti and other wastes
(3) depicting, scribbling, posting or hanging articles without authorization
(4) carrying pets, poultry and other animals on the bus, with the exception of special animals that are performing official duties and guide dogs and helper dogs with identification marks and taking protective measures
(5) smoking (including e-cigarettes)
(6) sound is played out when using electronic equipment
(7) wearing a mask or wearing makeup that can easily cause discomfort and panic to others, or dress up for a ride.
(8) begging, performing arts, collecting and collecting waste goods
(9) other behaviors that affect the appearance and environmental hygiene of urban rail transit public places.
With regard to legal liability, the regulations stipulate that those that affect the appearance and environmental hygiene of urban rail transit public places shall be ordered by the urban rail transit operation unit to correct, take remedial measures, and may be fined in accordance with the following provisions:
Whoever piles up sundries, sets up stalls or distributes printed materials without authorization shall be fined not less than 50 yuan but not more than 200 yuan.
Whoever spits everywhere, defecates, spits chewing gum, litters fruit peel, paper scraps and other wastes shall be fined not less than 100 yuan but not more than 500 yuan.
Whoever depicts, scribbles, posts or hangs articles without authorization shall be fined not less than 200 yuan but not more than 500 yuan.
Those who carry pets, poultry and other animals on the bus shall be fined not less than 50 yuan but not more than 200 yuan, and those who smoke (including electronic cigarettes) shall be fined 50 yuan.
