According to the Plan, qualified overseas individuals are allowed to engage in securities investment consulting and futures trading consulting business. Dynamically improve the recognition list of overseas vocational qualification certificates and improve supporting policies. Explore and promote the co-construction and cooperation of professional service organizations in Beijing, Hong Kong and Macao in accordance with laws and regulations, and establish a docking service mechanism for professionals from Hong Kong and Macao to come to Beijing. Introduce high-quality international exhibitions, actively bid for annual meetings and exhibition activities of international organizations, create a number of exhibition brands with international influence, and build an international exhibition capital.

According to the Plan, for applications submitted by overseas financial institutions, investors of overseas financial institutions and cross-border financial service providers with complete requirements and in accordance with the legal form, the financial management department shall make a decision within 120 days after receiving the application and notify the applicant in time in accordance with the principle of internal and external consistency. If the decision cannot be made as scheduled, the applicant shall be notified immediately and a decision shall be made within a reasonable time limit. Explore and support insurance asset management companies to issue reasonable scale RMB-denominated asset management products overseas on the premise of account independence and risk isolation. Support venture capital, equity investment institutions and various financial institutions to carry out market-oriented cooperation, and provide financing services for invested enterprises according to laws and regulations. On the premise of controllable risks, explore the establishment of trust property registration mechanism such as real estate and equity as trust property.
