CTOnews.com, November 22, the National Development and Reform Commission and other departments today issued opinions on speeding up the establishment of a product carbon footprint management system (hereinafter referred to as the "opinion"), speeding up the improvement of the management level of China's key products' carbon footprint, promoting the green and low-carbon transformation of related industries, and actively guiding green and low-carbon consumption to help achieve the goal of carbon neutralization.

The opinion points out that by 2025, about 50 rules and standards for carbon footprint accounting for key products will be promulgated at the national level, a number of background databases for carbon footprints of key industries will be initially completed, and a certification system for carbon footprint labels for national products will be basically established. the application scenarios of carbon footprint accounting and labeling in the fields of production, consumption, trade and finance have been significantly expanded, and international mutual recognition of carbon footprint accounting rules, standards and carbon labels for a number of key products has been realized.

According to the opinion, the General Administration of Market Supervision, together with the National Development and Reform Commission and other relevant departments, will speed up the development of basic general national standards for product carbon footprint accounting, and clarify product carbon footprint accounting boundaries, accounting methods, data quality requirements and traceability requirements.

On the basis of ensuring unified methods and accurate and reliable data, industry authorities and qualified areas can establish relevant industry carbon footprint background databases according to their work needs to provide public services for enterprises to carry out product carbon footprint accounting.

On the basis of the formulation of product carbon footprint accounting rules and standards and the establishment of relevant background database, a unified and standardized product carbon labeling certification system is established at the national level to guide enterprises to save energy and reduce carbon by clearly marking the quantitative information of product carbon footprint.

The "opinion" proposes to focus on electronic products, household appliances, automobiles and other large consumer goods, promote the promotion and application of carbon labels in the field of consumer goods in an orderly manner, guide enterprises such as shopping malls and e-commerce platforms to actively display carbon labels of goods, and encourage consumers to buy and use products with a low carbon footprint. Support banks and other financial institutions to take the carbon footprint accounting results as an important basis for green financial products.

The opinion also points out that it is necessary to promote international convergence and mutual recognition of the carbon footprint. Strengthen the research on the methodology of international carbon footprint, track the relevant management systems, certification rules and implementation results of carbon footprint of international organizations and major economies, and transform relevant international standards into national standards and industry standards in an orderly manner according to the reality of our country.
