CTOnews.com, November 19 (Xinhua) Germany, France and Italy have agreed on how to regulate AI in the future, which is expected to accelerate negotiations at the European level, according to a joint document found by Reuters.

All three governments are in favor of binding voluntary commitments to EU large / small AI providers.

The European Commission, the European Parliament and the European Council are currently negotiating how the EU should find its own position in this new area.

CTOnews.com noted that Parliament introduced a "AI Act" in June to circumvent the security risks posed by AI applications and avoid discriminatory effects, but would not slow down the innovative power of this new technology in Europe.

During the discussion, the European Parliament proposed that the code of conduct should first be binding only on major AI providers mainly from the US.

However, three EU governments have warned of the clear competitive advantage of small European suppliers. This could lead to less trust in the security of these small providers, leading to a reduction in the number of customers, they say. "therefore, rules of conduct and transparency should be binding on everyone."

The German Ministry of Economics, which is jointly responsible for the subject with the Ministry of Digital Affairs, said that law and state control should not regulate AI itself, but should regulate the application of AI.

The development of AI models that have not been put into use or put on the market should not be regulated by the state alone.

The German government will hold a digital summit in Jena, Thuringia, on Monday and Tuesday, attended by representatives of the political, business and scientific communities.

Issues surrounding AI will be on the agenda when the German and Italian governments hold talks in Berlin on Wednesday.
