In addition, the intelligent network connected vehicle is also one of the basic units of intelligent transportation and smart city, the key node connecting energy, transportation and information and communication infrastructure, and an important link to promote the integration and development of "vehicle energy road cloud".

The pilot automobile manufacturing enterprises shall refine and improve the access testing and safety assessment programs for intelligent network-connected automobile products, and, after confirmation by the Ministry of Industry and Information Technology and the Ministry of Public Security, under the supervision of the competent departments at the provincial level and the government departments of the cities where the vehicles are running, carry out product testing and safety assessment. The Ministry of Industry and Information Technology entrusts technical service agencies to evaluate product testing and safety assessment programs, implementation, results, etc. The pilot automobile manufacturing enterprises shall connect the vehicles to the pilot management system of the Ministry of Industry and Information Technology in accordance with the monitoring requirements.

For the intelligent network connected automobile products that have obtained access, the traffic control department of the public security organ shall, after registering the vehicles in accordance with the law, carry out road access pilot projects in limited areas.
