CTOnews.com, November 14 (Xinhua) according to EU official news, the European Council and the European Parliament today reached an interim agreement on a new framework for European Digital identity (eID), aimed at ensuring that individuals and businesses obtain secure and trusted electronic identities and authentication.

According to reports, under the new rules, member states will provide citizens and businesses with digital wallets that can link their digital identities with other personal attribute certificates (such as CTOnews.com notes: driver's license, diploma, bank account). Citizens can prove their identity by clicking a button on their mobile phone.

The EU says the new rules will enable all Europeans to access online services using their national digital identities without having to use private identification methods or sharing personal data unnecessarily, and users can ensure that only the information they need to share is shared.

At present, the EU has reached the following framework:

Electronic signature: by default, digital wallets will be used by natural persons free of charge, but member States can take measures to ensure that free use is limited to non-professional purposes.

Business model of wallet: all natural persons' issuance, use and revocation are free of charge.

Verification of attribute electronic certificates: member States shall provide a free verification mechanism, which is only used to verify the authenticity and validity of wallets and relying party identities

Wallet code: the application components will be open source, but member States will be granted the necessary room for manoeuvre so that, for good reason, specific components other than those installed on the user's device may not be disclosed.

Ensure consistency between the wallet as a means of eID and the basic scheme on which electronic ID cards are issued

The EU indicated that the technical work would continue to complete the legal text in accordance with the interim agreement. After the final decision, the text will be submitted to the representatives of the member States for approval. In the case of legal / language review, the revised regulations need to be formally adopted by Parliament and the Council before they can be published in the official EU Gazette and enter into force.
