If the addressee does not pick it up in person or specify the receiving method, it means that the contract has not been terminated and the express company still has the obligation to continue to perform. At the same time, according to Article 25 of the interim regulations on Express delivery, an enterprise engaged in express delivery business shall deliver the express to the agreed receiving address, the addressee or the designated consignee, and inform the consignee or the consignee for face-to-face acceptance. The consignee or the consignee has the right to check and accept it in person. If the courier puts the courier at the collection point or other place without the consignee's consent, then the courier company will not only bear the liability for breach of contract, but also bear the risk of loss or damage of the goods.

Lawyer Chen Ze suggested that if the courier refuses to deliver, the recipient can first complain to the express delivery company, and then complain to the relevant departments through the 12305 hotline. If it still cannot be resolved, there is the right to file a civil lawsuit.

CTOnews.com noted that on November 11, 2023, postal express companies across the country collected 639 million express parcels, 1.87 times the usual business volume, according to data monitored by the State Post Bureau.
