CTOnews.com, Nov. 2 (Xinhua)-- 40 countries will sign a pledge at the third International Anti-blackmail Software Initiative Summit not to pay ransom to cyber criminal gangs.

Anne Neuberg (Anne Neuberger), deputy White House national security adviser to Tuyuan Pexels, told reporters on Monday that the initiative was to address the record global risk of blackmail software, with about 46 per cent of the incidents targeting the US.

Starting on Wednesday, international discussions during the summit will also focus on strategies to block blackmail software groups to fund their operations.

"blackmail software is an issue that knows no national boundaries," Neuberg told reporters on Monday. "as long as money flows to blackmail software criminals. The problem will continue to worsen."

"We want to work together to deal with the root causes of blackmail software, that is, its source of funding. This is a very difficult task, we are still in the final stage of getting every member to sign, but we are almost there, which is very exciting." Neuberg said that while representatives of 48 countries, the European Union and Interpol will attend this week's anti-extortion software initiative summit, not all countries have confirmed that they will sign this week's anti-extortion software statement.

There was a surge in racketeering software in September, after August was calmer but still exceeded the summer average. There were 514 ransomware attacks in September, surpassing the record of 459 set in March 2023, according to NCC Group. Geographically, North America suffered 50 per cent of these attacks, followed by Europe with 30 per cent and Asia third with 9 per cent.

Over the past two years, a number of governments have been severely affected after blackmail software attacks affected critical infrastructure and government entities. Costa Rica was even forced to declare a state of emergency after the Conti ransomware attack in May 2022.

CTOnews.com noted that the White House National Security Council hosted the first Anti-ransomware Initiative Summit in October 2021, when 31 countries pledged to step up efforts to combat ransomware gangs that abuse cryptocurrency, and ransom reached nearly $500m ($400m in 2020 and more than $80 million in the first quarter of 2021) in just two years.
