According to Pichai, Google uses financial incentives to encourage OEM makers to update their phones. Manufacturers who provide the latest security patches for their phones in time can get a higher share of revenue from Google services, while those who don't do so do the opposite.
In other words, the money OEM makers make from Google products on their devices is related to how often they update security patches for the device. This means that Google is deliberately putting pressure on OEM manufacturers to update their phones better and faster. We already know that Google requires any Android phone to be updated for two years, and we strongly recommend support beyond that period, but we don't know that financial incentives are involved.
Pichai also said that some OEM manufacturers will not update their phones even if they understand that not updating their phones will cost them potential revenue. "developing a version takes a lot of effort, and updating is very expensive, so sometimes [OEM vendors] make tradeoffs," Pichai said. "
Some manufacturers offer minimal updates to some phones, which is tantamount to giving up some of the revenue from Google. However, their user base may be small enough that companies need to spend more money to keep their phones updated than their potential revenue share from Google.
