In order to strengthen the management of high-precision maps, standardize the use of high-precision maps, promote the development of intelligent network vehicles, and maintain geographic information security, according to the "surveying and Mapping Law of the people's Republic of China", "Map Management regulations", "notice of the Ministry of Natural Resources on promoting the Development and maintenance of surveying and Mapping Geographic Information Security", "Hangzhou Intelligent Network vehicle testing and Application Management measures" and other relevant provisions, combined with the reality of this city. To formulate these regulations.

1. Activities such as data collection, storage, transmission, processing, production and use of intelligent network-connected automobile high-precision maps (hereinafter referred to as high-precision maps) within the administrative area of this Municipality shall apply to these provisions.

2. The term "high-precision map" as mentioned in these provisions refers to the electronic map with high position accuracy, which is mainly used for intelligent network-connected vehicles to assist driving.

High-precision maps mainly include L4 and above autopilot system maps (hereinafter referred to as high-precision maps) and L3 and lower autopilot system maps (hereinafter referred to as Gaofu maps).

Third, the high-precision map management shall follow the principles of following the law and regulations, monitoring the whole process, paying equal attention to management and service, and being safe and controllable, and carry out classified and hierarchical management.

The Municipal Bureau of Planning and Natural Resources is responsible for the high-precision map management of the whole city.

8. High-precision maps shall be processed by using the secret processing technology of geographic information recognized by the state.

9. Before the high-precision map is publicly used or delivered for application, it shall be submitted to the Department of Natural Resources of Zhejiang Province for map examination through Zhejiang Government Affairs Service Network (map examination and approval) in accordance with the regulations, and the map examination number shall be obtained in accordance with the law.

10. The Municipal Bureau of Planning and Natural Resources obtains the relevant information about the use of high-precision maps in intelligent network-connected vehicle testing and application activities through the Hangzhou Intelligent Network vehicle data Application Safety Monitoring platform, in conjunction with relevant departments to organize the pilot supervision and inspection of high-precision map application in accordance with the law, strengthen process supervision and on-site inspection, timely deal with the problems found and supervise rectification.

11. In the process of producing and using high-precision maps, any organization or individual who violates the laws and regulations on surveying and mapping geographic information shall be dealt with in accordance with the law.

12. These provisions shall enter into force as of December 1, 2023.
