These drivers usually ask passengers to scan the code to pay a certain amount of air return fee at the beginning or end of the trip, which is not shown on the ride-hailing platform.

According to the interim measures for the Administration of online Taxi booking Service, the online ride-hailing platform company shall reasonably determine the freight rate of online taxi-hailing and clearly mark the price. The market-regulated price shall be applied to the online car-hailing freight rate, except where the urban people's government deems it necessary to implement the government-guided price. In other words, ride-hailing drivers can not increase and negotiate prices at will, but should charge fees according to the prices set by the platform.

It is reported that several commonly used ride-hailing platforms deal with cross-city orders in different ways. Some ride-hailing platforms explicitly prohibit drivers from increasing and negotiating fares, and for cross-city orders, drivers are prohibited from asking passengers to pay fees other than the order for various reasons; there are also platform regulations: drivers can reasonably charge surcharges in the case of bridge crossing, road crossing, highway fees, and so on, generated in the planning of the route.

A responsible person of a ride-hailing platform said that in order to avoid unreasonable charges and temporary fare increases, the platform collects cross-city fees for cities with frequent trips and more cross-city orders, and the system will automatically calculate the cross-city fees and add them to the bill; for cities that have not opened cross-city fees, drivers can negotiate the return fare with passengers, and the return fee shall not be higher than the actual highway bridge fee generated by the trip. If passengers encounter the driver's offline fare increase and negotiation, they can timely reflect to the platform, and the platform will punish the driver in accordance with the rules.

CTOnews.com noted that on October 27, the Jiangsu Consumer Insurance Commission said that the air return fee could be collected, but not indiscriminately. The ride-hailing airreturn fee should be standardized, open and transparent; the ride-hailing platform has the obligation to assume management responsibility and should not be "invisible"; multi-party participation should jointly formulate a reasonable pricing method.

As far as passengers are concerned, when using the ride-hailing service, they should pay attention to check the details of the order to confirm whether additional fees such as air return fee are included. If the driver asks for additional fees such as air return fee, he should refuse to pay by scanning the code and complain to the platform.
