The regulations have a total of 7 chapters and 60 articles, focusing on five major aspects.

The Information Office of the State Council held a regular briefing on the State Council's policy today to introduce the regulations on the Network Protection of minors (hereinafter referred to as the regulations).

CTOnews.com learned from the minutes of the meeting that Li Changxi, director of the Network Rule of Law Bureau of the State Cyber Information Office, introduced at the meeting that prior to this, the State Cyber Information Office and relevant departments had respectively formulated management regulations to prevent primary and secondary school students from indulging in online games, strengthen the governance of online violence, and standardize online consumption, carry out a series of special actions to "clear" and "protect seedlings", and strengthen law enforcement. We will rectify the problems of illegally providing online game account rental and sale services to minors, maliciously spreading rumors and slandering minors.

Li Changxi said: the "regulations" sum up the system and practical experience, further adhere to the problem orientation, and make targeted provisions on these key issues.

With regard to the prevention and control of addiction to network products and services, it is stipulated that the providers of network products and services shall promptly modify the contents, functions or rules that may cause minors to indulge, set up the mode of minors, and announce the work of prevention of addiction to the public every year. Especially in the management of online games, it further clarifies the age prompt requirements of online games, and stipulates that online game service providers should establish and improve the rules of the game to prevent minors from indulging in the Internet, avoid minors from coming into contact with game content or game functions that may affect their physical and mental health, and classify game products according to the physical and mental development characteristics and cognitive abilities of minors of different ages.

In the prevention and control of cyber bullying, network product and service providers are required to establish and improve mechanisms for early warning, prevention, identification, monitoring and disposal of cyberbullying, to set up functions and channels to facilitate minors and their guardians to keep records of cyber bullying and exercise their right of notification, to provide options for cyber bullying information protection, and to establish and improve the characteristic database of cyber bullying information.

In the aspect of standardizing the network consumption of minors, it is stipulated that network service providers shall reasonably limit the amount of single consumption and daily cumulative consumption of minors of different ages, and shall not provide paid services to minors that are inconsistent with their civil capacity. We believe that these regulations will help to solve and prevent Internet addiction, cyber bullying and irrational Internet consumption involving minors.
