The third is to strengthen the construction of network information content. It is stipulated that the state encourages and supports the production, reproduction, release and dissemination of network information conducive to the healthy growth of minors. To clarify the disposal measures and reporting obligations of network products and service providers that are found to be harmful or may affect the physical and mental health of minors. Cyber bullying against minors by any organization or individual is prohibited. Network products and service providers are required to establish and improve mechanisms for early warning, prevention, identification, monitoring and disposal of cyber bullying.

Fourth, protect the personal information of minors. It is stipulated that guardians shall educate and guide minors to enhance their awareness and ability of personal information protection and guide minors to exercise relevant rights. To clarify the emergency handling requirements of personal information processors when disclosure, tampering or loss of personal information of minors occurs or may occur. It is stipulated that personal information processors shall strictly set the access authority for minors' personal information and carry out compliance audit of personal information. We will clearly strengthen the protection of private information for minors.

The fifth is to prevent minors from indulging in the Internet. It is required to improve teachers' ability of early identification and intervention of underage students' Internet addiction, and to strengthen guardians' guidance on minors' safe and rational use of the Internet. It is stipulated that Internet service providers should reasonably limit the amount of consumption of minors of different ages in the use of their services, and guard against and resist the undesirable value tendency of traffic to the highest level. Online game service providers are required to establish and improve the rules of the game to prevent minors from indulging in the Internet, classify game products and give age tips.
