CTOnews.com, October 17 (Xinhua) Today, the US government updated its export controls to China and plans to prevent Nvidia and other companies from exporting advanced AI chips to China. According to the regulations, the new export control rules will take effect after 30 days of public consultation.

At the same time, the new US export control rules have been further expanded, imposing restrictions on more countries, including Iran and Russia, and adding manufacturers such as Moore Thread and Wall Technology, a Chinese chip designer, to the control list.

In addition, the US government has been putting pressure on the Netherlands and other countries to help prevent China from further developing its own chip industry, especially advances in technologies such as artificial intelligence and quantum computing.

Affected by this, ASML is not only unable to export EUV lithography machines to China, and even some more advanced DUV lithography machines also need to apply for an export license to ship goods, while the new regulations mainly affect TWINSCAN NXT:2000i, NXT:2050i and NXT:2100i models.

Reuters also revealed some time ago that the United States forced ASML to reduce the supply of DUV lithography machines to about six chip factories in China, including a chip factory operated by SMIC.

In response to the new US export control rules, ASML said in a statement to Science and Technology Innovation Board Daily today:

ASML needs to carefully assess the potential impact. As far as our business is concerned, based on the information we have received so far, we believe that the number of Chinese mainland fabs involving advanced chip manufacturing that apply to the new regulation is limited. From a medium-to long-term point of view, these export controls may affect the proportion of our different machine sales across regions. however, we do not expect these measures to have a significant impact on the company's financial position in 2023 and our long-term outlook for 2025 and 2030 as announced on the Investor Day in November 2022. ASML will further clarify the scope of application of these new rules to the US government.

Peter Wennink, chief executive of ASML, said, "1980Di will in principle be subject to export controls, but only when used in advanced semiconductor manufacturing, it is only applicable to a small number of applications. This means that 1980Di only forbids export to a few wafers, but it can export directly to the vast majority of Chinese mainland customers used in sub-critical and mature processes without license."

According to ASML's second-quarter results released in July this year, the company's Q2 net sales of 6.9 billion euros (CTOnews.com Note: currently about 53.199 billion yuan), gross profit of 51.3%, net profit of 1.9 billion euros (currently about 15.333 billion yuan); second-quarter net bookings of 4.5 billion euros, of which 1.6 billion euros are EUV lithography machines. Chinese mainland is ASML's third-largest market by sales, after Taiwan and South Korea.

Looking ahead to the third quarter, ASML expects net sales of Q3 to be between 6.5 billion and 7 billion euros, with a gross profit margin of about 50 per cent.
