According to reports, this is mainly in response to recent malicious updates (CTOnews.com note: there are criminals using stolen Steam game publisher accounts to push malware).

Steamworks is a suite of tools and services created by Valve to help developers configure, manage, and operate games on Steam, supporting DRM, multiplayer, streaming, matchmaking systems, achievement systems, in-game voice and chat, microtransactions, stats, cloud content, and community shared content (Steam Workshop).

From late August to September 2023, Valve saw an increase in the number of compromised Steamworks accounts, some of which were used by attackers to upload malware that infected players with virus Trojans.

Valve revealed that only a few hundred users were exposed to the attack, and they learned of the potential vulnerability individually through notifications sent by the company. To address this issue, Valve announced a new security verification policy starting October 24, 2023, which game developers must go through before pushing their software to the default release branch (non-beta release).

The same requirements apply when someone tries to add a new user to a Steamworks collaboration group that is already protected by email confirmations. That is, starting October 24, group administrators must enable SMS Captcha.

For those who use the SetAppBuildLive API, Steam has updated the API to require steamID for confirmation, specifically for changes to the default branch of a published app. That is, using the "steamcmd" setting to build live no longer applies to managing the default branch of published apps.

Valve also stressed that there was no solution if developers didn't have phone numbers, so they had to find a way to receive text messages to continue publishing content on the platform.
