Piscatella said on X (formerly Twitter) that Circana tracks game console sales data from "most retailers", which account for 97 per cent of US hardware retail sales. The Wii U bought from retailers this year is not a refurbished or used game console, so there is certainly a more active market. This is the new Wii U sold in 2023.
