Yang Jie said that facing the future, China Mobile will, under the guidance of the 20th CPC National Congress and under the guidance of higher-level departments, implement the action of the industrial chain of central enterprises to facilitate the development of a common chain, deepen the construction of the modern industrial system of mobile information, speed up the overall planning of strategic emerging industries, and forge a high-quality industrial chain development community.

First, deepen scientific and technological innovation and jointly promote the development of strategic emerging industries. We will promote the implementation of the "BASIC6" plan and speed up the cultivation and growth of strategic emerging industrial clusters in the "six major areas" of computing network, artificial intelligence, 6G, big data, capacity China and Taiwan, and security. Based on the positioning of the responsibilities of central enterprises, we will promote all kinds of innovative subjects in the industrial chain to work in the same direction and cooperate with each other, so as to promote a high level of self-reliance and self-improvement. We will take root downwards, strengthen key core technologies, and form a number of major achievements in "sticking neck" areas and weak links such as basic chips and Internet of things operating systems. We will make breakthroughs forward, strengthen the strategy sources of future cutting-edge technologies, strengthen the original innovation capabilities in 5G-A, computing networks, 6G and other fields, and achieve technological leadership and self-control in key areas.

The second is to innovate the financing model and jointly build a high-level industrial coordination platform. Relying on the "10 billion" partnership program, we will extensively consolidate the joint efforts of the development of the industrial chain, promote the convergence and integration of superior resources into key industrial links and key areas, attract large, small and medium-sized enterprises to develop together, and promote industrial chain interaction and ecological prosperity. Build a domestic and international industrial cooperation platform, upgrade and build a 5G innovation consortium, promote the "Joint Innovation +" plan, strengthen the GTI international industrial cooperation platform, and promote standards co-governance, technology co-creation, and industry progress. We will build a collaborative innovation base of "1x 3n", speed up the deployment of a number of scientific devices such as 6G, computing networks, smart computing, metasmology, and so on, and fully support R & D cooperation, innovation incubation, and cluster construction in the upper and lower reaches of the industrial chain.

The third is to gather industrial potential energy and jointly cultivate high-quality modern industrial clusters. We will give full play to the basic supporting role of the mobile information industry chain, accelerate the integration of strong and real numbers, and promote high-quality economic and social development with high-quality industrial clusters. Build the industrial highland, rely on the co-chain action, promote the coordination of research, mining and investment, smooth the path of transformation of achievements, increase the support for the first set of applications, strengthen the commercial closed loop from scientific and technological innovation to industrial realization, and cultivate and strengthen a number of specialized and special new enterprises.
