Chen Kai, member of the party leading group and deputy director of the State Post Bureau, attended the meeting and delivered a speech.

The meeting pointed out that since the beginning of this year, the express industry has continued to maintain a good momentum of development and has played a positive role in promoting consumption, serving the people's livelihood, and unblocking the economic cycle. But at the same time, in some places, express service quality problems and illegal business practices occur from time to time, exposing the weakening awareness of compliance and shortcomings in operation and management of relevant enterprises, which still lags behind the task requirements of promoting the high-quality development of the express industry. Supervision and guidance must be strengthened to standardize the operation of enterprises.

The meeting stressed that high-quality development is the main theme of the development of the express industry. All express delivery enterprises should speed up the pace of development, transformation and upgrading, further promote the "two-in and one-out" project, focus on improving the service quality of rural express delivery, optimize the service network, rectify the outstanding problems such as non-agreed delivery and illegal charges, and pay attention to strengthening the service capacity in remote areas to meet the needs of the people in using express services. It is necessary to implement the labor contract system in accordance with the law, effectively protect the legitimate rights and interests of couriers, improve the guarantee mechanism, implement safeguard measures, operate in good faith in accordance with the law, strictly implement the responsibilities of enterprises' compliance operators, and fairly participate in market competition. In particular, the headquarters of express enterprises should strengthen the implementation of the unified management responsibility for their own express service networks, strengthen and improve operation and management, resolutely maintain market order, constantly enhance the core competitiveness of services, and promote the high-quality development of the express industry.

The meeting reported the administrative law enforcement of the express delivery market and the complaints of postal users since the beginning of this year, and put forward requirements for carrying out special rectification of illegal charges for rural express delivery services.
