The circular points out that by 2025, the energy saving, emission reduction and noise reduction performance of domestic civil aircraft will be further improved, the level of green aviation manufacturing will be comprehensively improved, phased achievements will be made in the development of the green aviation industry, and a safe and effective guarantee system will be basically completed. The demonstration application of domestic civil aircraft using sustainable aviation fuel has been realized, the electric navigable aircraft has been put into commercial application, the electric vertical take-off and landing aircraft (eVTOL) has been put into pilot operation, the key technologies of hydrogen-powered aircraft have been verified, and the green aviation infrastructure has been continuously tamped, forming a number of standards, specifications and technical public service platforms, effectively supporting the construction of green aviation production system and operation system.

By 2035, a green aviation manufacturing system with integrity, advanced nature and safety will be established, new energy aircraft will become the mainstream of development, and the safety, environmental protection, economy and comfort of domestic large civil aircraft will reach the world-class level. the new general aviation equipment characterized by unmanned, electric and intelligent technology will be commercialized and applied on a large scale.

The notice mentions speeding up the serialization and genealogy of electric general-purpose aircraft. Breakthroughs will be made in key technologies such as high energy density lithium battery, high specific power hydrogen fuel cell, high efficiency electric propulsion system, high thrust-to-weight ratio ducted fan, advanced pneumatic ducted fan, solar UAV and so on. 400Wh/kg8 aviation lithium battery products that meet the requirements of electric aircraft and airworthiness are put into mass production, 500Wh/kg products are verified on a small scale, 250kW aeronautical motors and drive systems are put into mass production, 500kW products are verified on a small scale, and the power-to-weight ratio reaches 20Nm / kg. For manned and logistics urban air aircraft, break through the key technologies such as airworthiness safety design, high efficiency aerodynamic layout design, low noise and high efficiency electric propulsion, electric tilt rotor high reliability flight control, man-in-the-loop vertical take-off and landing flight control, to carry out key problems and flight test verification.

CTOnews.com found that the notice also mentioned encouraging the Pearl River Delta, Yangtze River Delta, Bohai Rim, Chengdu and Chongqing and other advantageous areas to set up low-altitude economic demonstration zones, carry out large-scale demonstration operation of light and small electric aircraft, eVTOL commercial demonstration operation, and promote pilot demonstration of electric aviation application scenarios, product specifications, operation systems, customer service programs and other areas. Encourage Beijing-Tianjin-Hebei, Yangtze River Delta, Changsha-Zhuzhou-Xiangtan, Chengdu-Chongqing and other basic and conditional areas to layout hydrogen-powered aviation development and test bases, carry out hydrogen-powered conversion of domestic civil aircraft, and promote pilot demonstration of hydrogen-powered aviation technology system.
