Officials pointed out that on the basis of ensuring that new energy urban bus vehicles can be charged at night, and combined with the daytime replenishment demand of new energy urban bus vehicles, various localities can set low electricity prices during part of the day to guide new energy urban bus vehicles to charge more during the trough period. Give full play to the overall role of incentive funds for urban transport development at the provincial level, adopt incentives to strengthen the transformation and upgrading of the urban bus and tram industry within its jurisdiction, ensure the sustainable operation of urban bus and tram enterprises, and promote the application of new energy urban public transport vehicles to deepen the guidance of urban public transport priority development.

In addition, all localities should reasonably define the scope of urban public transport price compensation and financial compensation, comprehensively consider urban public transport operating costs, public affordability, financial subsidies and other factors, formulate urban public transport prices and establish a dynamic adjustment mechanism. Evaluate the existing price level of urban public transport and optimize and adjust it in time. If a hearing is conducted on the dynamic adjustment mechanism of urban public transport prices, the relevant procedures shall be carried out in accordance with the law. Government-guided or market-regulated prices shall be applied to customized buses and other routes. Financial institutions are encouraged to improve the credit evaluation mechanism under the premise of compliance with the law and controllable risks, provide financing services for urban public transport enterprises, and strictly prohibit the illegal addition of hidden local government debts.

Some opinions on promoting the healthy and sustainable development of urban public transport in order to fully implement the spirit of the 20th CPC National Congress, speed up the construction of a transportation power, and thoroughly implement the strategy of giving priority to the development of urban public transport, to speed up the healthy and sustainable development of urban public transport, the following suggestions are put forward.

First, improve the urban public transport support policy. (1) implement the compensation policy of operating subsidies. We will strengthen supervision over the use of bus lanes, improve traffic technical monitoring equipment along the route, encourage buses to be equipped with a traffic illegal forensics record system, and strictly investigate the illegal occupation of bus lanes.

(8) to improve the quality and efficiency of public transport services. Continuously optimize the urban public transport network, promote the convergence and integration of urban bus and rail transit online network, stations and operation level, and improve the operation efficiency of urban bus and tram through the application of big data. Encourage the development of microcirculation public transport services and apply miniaturized buses according to passenger demand. Support urban bus and tram enterprises to make full use of transport resources and open customized bus routes such as commuting, studying, and seeking medical treatment. Optimize the customized public transport management process and improve the management efficiency. Support the development of the "bus + tourism" service model, appropriately encrypt the bus routes from major passenger transport hubs to urban scenic spots, and support urban public transport hub stations to expand tourism service functions. Support urban public transport enterprises to expand platform, car body, car interior and other advertising business, under the premise of ensuring safe operation, open to the community refueling, refueling, charging, maintenance and other services. Urban public transport enterprises are encouraged to continuously improve their aging and barrier-free travel services. Compacting the main responsibility of enterprise safety in production to ensure the safety of urban public transport operation.

Third, speed up the implementation of the policy on the comprehensive development of urban public transport land (9) actively promote the comprehensive development of new land.
