The measures delineate the main scope of the ethical review of science and technology, define the main body of responsibility for the review of ethics of science and technology, the establishment standard and organizational operation mechanism of the committee of ethics of science and technology (review), and clarify the basic procedures of the review of ethics of science and technology. the content and criteria of ethical review are determined.
