In addition, developers should ensure the transparency of AI and disclose relevant risk information, which is expected to include options such as "AI watermark".

Mr Kishida is expected to stress striking a balance between "promotion" and "regulation". He believes that the ability of generative AI to produce complex images and information risks confusing the public, threatening the economy and even causing social chaos.

In order to deal with the risks posed by generative AI, Japan plans to introduce measures for developers first, and then formulate international guidelines for generative AI, including for users, by the end of this year.
