A differential parking pricing mechanism will be implemented for new energy vehicles and traditional fuel vehicles.

According to the plan, by 2025, energy consumption per unit of GDP will be 14.5% lower than that of 2020, and carbon dioxide emissions per unit of GDP will ensure that national and provincial targets are met, laying a solid foundation for the city's carbon peak. By 2030, the control level of carbon dioxide emissions per unit of GDP will be first demonstrated in the whole country and the whole province to achieve the carbon peak target by 2030.

The plan mentioned to promote the development of green and low-carbon industrial clusters. We will actively develop green and low-carbon industrial clusters such as new energy, safety, energy saving and environmental protection, and intelligent connected cars, and cultivate a number of leading backbone enterprises and well-known brands with international and domestic competitiveness. Expand and strengthen the smart grid, new energy storage, photovoltaic and other advantageous industries, and continue to cultivate and develop the hydrogen energy economy. We will build energy-saving and environmental protection industry bases and innovation centers in the fields of energy-saving equipment, environmental treatment equipment, and degraded (alternative) environmental protection products. We will continue to expand the scale of the intelligent network automobile industry and upgrade the industrial energy levels in the fields of intelligent systems, power batteries, motor electric control, and so on. By 2025, the added value of the new energy industry will reach 100 billion yuan, the added value of the safety, energy-saving and environmental protection industry will exceed 60 billion yuan, and the operating income of the intelligent network connection automobile industry will reach 200 billion yuan.

The plan mentions that great efforts should be made to develop new energy sources. We will actively promote distributed photovoltaic power generation, expand the scope of diversified use of "photovoltaic plus", and promote integrated planning and construction with relevant infrastructure. We will actively promote the development and utilization of offshore wind power and promote the landing of offshore wind power in eastern Guangdong in Shenzhen. High standards will promote the construction of waste incineration power generation projects and support the development of coal-fired coupled biomass power generation. Continue to improve the reliability of nuclear power equipment and promote nuclear power operation capability to excellence in an all-round way. We will promote the application of hydrogen energy in transportation, distributed power generation, frontier emerging and cross-cutting fields, and explore the development and utilization of geothermal energy and ocean energy. during the 14th five-year Plan period, the installed capacity of photovoltaic power generation increased by 1.5 million kilowatts; by 2030, the installed capacity of photovoltaic power generation will reach 2.4 million kilowatts.
