In addition, if the WinRM of the server is already turned on (execute Enable-PSRemoting-Force)

You can try using PowerShell Remote Session to execute commands remotely, as shown in the following example:

Invoke-Command-ScriptBlock {shutdown-r-t 0}-ComputerName client
