The rumor was first reported by Bloomberg this evening. Bloomberg quoted "people familiar with the situation" as saying that Xilai was considering raising about $3 billion from investors. The person familiar with the matter said that Xilai had been in contact with investors from the Middle East, but they were asked not to be identified when discussing "private affairs". In addition, one of the people also revealed that the fund-raising plan could be carried out as soon as next year.

In July this year, Xilai issued an announcement on the Hong Kong Stock Exchange announcing that it had completed a US $738.5 million (currently about 5.398 billion yuan) strategic equity investment from CYVN Holdings, an investment arm of Abu Dhabi in the United Arab Emirates, which was previously announced on June 20, 2023.

According to public information, CYVN Holdings also bought $350 million worth of A shares from a Tencent affiliate. After the completion of the investment deal, CYVN Holdings held a total of about 7.0 per cent of the outstanding shares of Xilai.
