Speeding up the development of basic standards such as meta-cosmic terminology and reference architecture, as well as application standards in industrial manufacturing, communications and other fields, is conducive to unifying the consensus of all parties, reducing repetitive input costs, and forming a joint force to promote industrial development.

It is suggested that, in accordance with the principle of emergency first, we should focus on speeding up the development of basic general standards such as metacosmos terminology and reference architecture, and key technical standards such as metamosmos identity system, digital content generation, and cross-domain interoperation. priority should be given to the development of industry application standards such as "metamosmos + industrial manufacturing". In the face of new technologies, new products, new business type, and new models in the fields of privacy protection, content regulation, and data security, we will speed up the research on key technologies and industrial development, and strengthen technology integration and innovation with brain-computer interfaces, generative artificial intelligence, quantum information and other fields. Carry out research on applied standards such as industrial meta-universe, urban metamosmos and virtual digital human, guide industry associations, standardization professional institutions and technical organizations to promote standards for producers and users of meta-universe industry, guide enterprises to meet standards in research and development, production, management and other links, and improve the effectiveness of standards application.

Since the concept of meta-universe was put forward in October 2021, governments, industry and academia have accelerated the layout and carried out a series of work in the fields of technology research, industrial promotion, standard development and so on. In June 2022, the meta-universe standards forum was established internationally to carry out standardization work in related fields and promote the development of meta-universe industry with standardization. In order to speed up the standardization of meta-universe in China and keep pace with the development of international meta-universe, we now put forward an application for the establishment of a working group on meta-universe standardization of the Ministry of Industry and Information Technology. The specific plans are as follows:

1. The necessity of carrying out the standardization of meta-universe (1) to thoroughly implement the decision-making and deployment of a series of policies such as the National Development Program for Standardization on strengthening the research on standards in the field of meta-universe. In October 2021, the CPC Central Committee and the State Council issued the outline for the Development of National Standardization, clearly proposing the implementation of the standardization pilot project for new industries, the research on the standardization of emerging industries and future industries, and the formulation of a number of new application-driven standards. cultivate and develop new business type's new model In August 2023, the Ministry of Industry and Information Technology jointly issued the implementation Plan of the New Industrial Standardization pilot Project (2023mur2035), defining the forward-looking layout of standardization in nine future industrial fields, such as Meta Universe. In September 2023, the Ministry of Industry and Information Technology issued the three-year Action Plan for Innovation and Development of Metasmos Industry (2023Mel 2025), which further clarified the need to carry out metamosmos standardization roadmap research, build metamosmos industry standard and specification system, comprehensively sort out the standardization requirements of metamosmos industry chain, and promote the formulation of standards and specifications by classification. Local governments have successively issued support policies to incorporate meta-universe into future industrial planning, and to lay out meta-universe technology and industrial development by building new industrial parks, supporting technological research and application cultivation, and so on. Meta-universe is a comprehensive and integrated innovation of many cutting-edge technologies, which will give birth to a large number of innovative business models in the digital environment and bring new opportunities for the innovative development of digital economy. To speed up the standardization work in the field of metacosmos and comprehensively promote the research on the requirements of metacosmos industry standards and the development of key standards, it is an important measure to thoroughly implement the National Standardization Development Program, the implementation Plan of the New Industry Standardization pilot Project (2023, 2035), and the three-year Action Plan for Innovation and Development of Metasverse Industry (2023, 2025).

It is necessary to clarify the technological boundaries and concerns through standardization, form the technical framework of meta-universe as soon as possible, and explore the possibility of interoperability between multiuniverses. Get through identity authentication, content interaction, asset flow and data flow between different meta-universes. In terms of application, meta-universe application scenarios are expanding from games and social interaction to the real economy, and need to be developed and promoted through standard norms and supporting applications to avoid repetition, disorder and low-level development. Third, the security risk is highlighted, and there is an urgent need to develop for the better through standard guidance. Meta-universe involves the collection and analysis of sensitive personal information such as users' physiology, behavior, assets, etc., there are a variety of digital identities, content presentation and value exchange ways, pyramid scheme fraud, network violence, algorithm bundling, data abuse and other chaotic phenomena occur frequently. Ethics, data security, information security and other risks are prominent. There is an urgent need to support supervision through standardization, clarify the requirements of the safety red line, and actively guide the meta-universe to develop for the better.

(3) to pool domestic superior resources, strengthen international exchanges and cooperation, and enhance China's international competitiveness in the field of meta-universe. Recently, domestic enterprises have followed the international development situation of meta-universe, increased investment in research and development, and actively distributed meta-cosmic applications, which have the basic conditions to carry out standardization work. China needs to organize domestic key enterprises, scientific research institutes and other superior resources as soon as possible, strengthen the standardization of metacosmos industry, and promote our excellent practice program to become an international standard so as to enhance the comprehensive competitiveness of the industry.

II. Organizational Plan of the Meta-Universe Standardization working Group of the Ministry of Industry and Information Technology (1) Feasibility of preparation

The China Institute of Electronic Technology Standardization actively organizes the domestic industry to keep up with the development trend of metacosmos technology. support the preparation and promotion of the "implementation Plan of New Industrial Standardization pilot Project (2023mur2035)" and "three-year Action Plan for Industrial Innovation and Development of Metasmos (2023Mutual 2025)", study and form the report of "linked Metasmology: research and Exploration". Joint industry-university-research units actively carry out metamosmos standardization needs research. The demand direction of metacosmos standardization is put forward, which covers four aspects: basic standards, key technologies, application implementation and technical governance, and the pre-research work of key standards such as reference architecture and industrial metacosmos construction standards is carried out first. Among them, the first national standard in the field of meta-universe, "meta-cosmic reference framework", has been approved and 4 industry standards in meta-universe have been pre-studied. The Meta-Universe Engineering Committee (CESA MWC) was established under the China Electronics Industry Standardization Association (CESA), and the Meta-Universe working Group (TC28 / SG4) was established under the National Information Technology Standardization Technology Committee (TC28). At the same time, actively promote international standardization work, promote the establishment of a meta-universe research group (IEEE MSG) in the Institute of Electrical and Electronic Engineers (IEEE), and lead the establishment of a joint metacosmos standardization assessment team (JSEG 15) in the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC).

At the same time, as the domestic counterpart of ISO / IEC JTC1, China Institute of Electronic Technology Standardization has done a lot of work in the international standardization of the new generation of information technology, formed relatively rich experience in international standardization, and built an echelon of international standardization talents who understand technology, standards and good foreign languages. In China, it is responsible for the secretariats of 58 IEC, including the National Information Technology Standardization Technical Committee (SAC / TC28), the National blockchain and distributed Accounting Technology Standardization Technical Committee (SAC / TC590), the TC / SC domestic technical focus of ISO / IEC JTC1, 14 National Standardization Technical Committees and 24 National Standardization Technical Committees. It has successively won 14 national awards and 384 ministerial awards, which has the technical strength and industry influence to support the research on metacosmos industry standardization. On this basis, in order to better coordinate and give full play to the standardization force in the field of meta-universe and speed up the research and application of industry standards in meta-universe, the Chinese Institute of Electronic Technology Standardization has applied for the establishment of the Meta-Universe Standardization working Group of the Ministry of Industry and Informatization, and assume the responsibility of the secretariat of the working group.

(3) Coordination and consistency

At present, ISO, IEC and ITU are studying the related standardization work in the field of layout meta-universe, but the international standardization technical committee related to meta-universe has not been established, and there is no domestic counterpart. In China, there is no meta-cosmic industry standardized technical organization. In order to do a good job in the preparation and establishment of the Meta Universe Industry Standardization Technical Committee, we communicated and coordinated with the established National Information Technology Standardization Technical Committee (SAC / TC28), the National Audio, Video and Multimedia system and equipment Standardization Technical Committee (SAC / TC242), the National Block chain and distributed Accounting Technology Standardization Technical Committee (SAC / TC590), and received strong support from the relevant Standardization Technical Committee. It also plans to establish a contact person system and strengthen cooperation with standardization organizations in metacosmos related industries and application fields.

III. Scope of work and work plan the scope of work of the Meta-Universe Standardization working Group of the Ministry of Industry and Information Technology includes:

(1) to study and analyze the demand direction of standardization in the field of meta-universe, build and maintain the industry standard system of meta-universe, and put forward the proposal of revising the industry standard system in meta-universe.

(2) to carry out the work of formulating and revising industry standards in the field of meta-cosmos.

(3) pre-study the application standards of metacosmos in industrial manufacturing, communications and other fields, as well as key technical standards in related fields such as digital identity and virtual digital human.

(4) to carry out the work of standard promotion, application promotion and personnel training in the field of meta-universe.

(5) actively docking with the International Organization for Standardization of Metacosmos, timely proposing and participating in the formulation and revision of the international standards of metacosmos.

(4) to carry out the promotion of standard implementation and promote the application and implementation of standards. Domestic enterprises and institutions are encouraged to deeply participate in international standardization activities, and timely put forward proposals for international standards based on China's superior technology and rich application scenarios. Relying on the standardization work of domestic meta-universe industry, we will actively promote the establishment of meta-universe standardization-related organizations in ISO, IEC, ITU and other international standardization organizations, so as to enhance the comprehensive competitiveness of China's meta-universe industry.
