CTOnews.com, Sept. 18, according to Mint, Indian Minister of Electronics and Information Technology Rajeev Chandrasekhar said that Meguiar intends to set up several semiconductor assembly and packaging departments in India in addition to the proposed manufacturing department, and Micron will be bullish on the Indian market for a long time.

The minister said Micron's investment in India had stimulated a change in the attitude of onlookers; therefore, it was in the government's interest to ensure that the company's first plant was put into operation as soon as possible.

Micron CEO Sanjay Mehrotra said at Semicon India 2023 in July that semiconductors and packaging giants will begin the next phase of expansion after 2025.

The company has previously announced an investment of $800m (CTOnews.com Note: currently about RMB 5.832 billion) to set up a semiconductor assembly, testing, marking and packaging (ATMP) plant in Sonnard, Gujarat, India. Indian officials say there will be more such facilities after the first plant becomes operational.

"the success of Micron's first investment in India will bring two major benefits: it will serve as a guide for other companies and investors to come to Dolera or elsewhere, and those companies that come to India can see an increase in value and can be further expanded," Chandrasekhar said.

He added: "We have created a policy framework that has attracted a major global company that will start with packaging and is expected to enter semiconductor manufacturing in the next four to five years. The Indian government is in dialogue with all entities in the semiconductor market and is much more involved in the discussion than those that did not pay much attention to India in the past."

He added that fabs, including packaging, usually appear in large numbers in a certain region, citing Malaysia and Japan as an example. "if you look at the history of fab and packaging plants anywhere in the world, they all started from the beginning, unless there is an extremely bad change in the local environment or government policy." Otherwise, they are all expanding to the large complex of multi-factories, multi-wafer factories and multi-packaging plants.

At present, the Indian government has provided about 1.95 billion US dollars (currently about 14.216 billion yuan) in financial assistance to Micron, while the total investment in the project has reached 2.75 billion US dollars (currently about 20.047 billion yuan). Construction of the facility is expected to begin this year, the first phase of the project is expected to be operational by the end of 2024, and India expects its first locally produced chips to be available in December 2024.
