CTOnews.com learned from the measures that business vehicles and work vehicles used for emergency and other official duties, as well as other vehicles equipped according to regulations, are equipped with cars or other minibuses with a price of less than 180000 yuan and an emission capacity of less than 1.8L (including).
Because of the special circumstances, it can be properly equipped with other small buses, medium buses or large buses with a price of less than 250000 yuan and an exhaust capacity of less than 3.0L (including), or large buses with a price of less than 450000 yuan.

Article 1 in order to standardize and strengthen the management of official vehicle use in public institutions under the central state organs, consolidate the achievements of the reform of the official vehicle use system, and improve the long-term rectification and reform mechanism in view of the problems identified by the supervision and audit of state-owned assets of the National people's Congress These measures are formulated in accordance with the measures for the Administration of official vehicles of Party and Government organs (Zhongban Fa (2017) No. 71), the regulations on the Administration of Administrative State-owned assets (decree No. 738 of the State Council), and the Circular of the Central leading Group on the Reform of the official vehicle system (CNR Reform (2015) No. 35).
Article 2 these measures shall apply to the administration of official vehicles of all kinds of public institutions under the central state organs (excluding those administered with reference to the Civil Service Law, the same below).
Article 3 the term "official vehicles" as mentioned in these measures refers to the motor vehicles retained and equipped after approval by the public institutions under the central state organs (hereinafter referred to as public institutions) in accordance with the relevant provisions of the reform of the official vehicle system, including working vehicles, business vehicles, special professional and technical vehicles and other vehicles equipped in accordance with regulations.
Article 4 the management of official use of vehicles in public institutions shall follow the principles of total amount control, economy and applicability, energy conservation and environmental protection, standardization and high efficiency.
Article 5 the official use of vehicles by public institutions shall be subject to a unified system and level-by-level administration. The Administration of State organs (hereinafter referred to as the State Administration) is responsible for formulating measures for the administration of official vehicle use in public institutions, and is responsible for organizing implementation, supervision and inspection.
The competent administrative departments shall be responsible for the supervision and administration of the official vehicles of their subordinate institutions, organize and implement the relevant management system, and examine and approve matters relating to the official use of vehicles of public institutions according to the prescribed limits of authority.
Public institutions shall specifically implement the management of official vehicles of their own units, and do a good job in the updating, registration, daily use and disposal of vehicles in accordance with the provisions.
The competent administrative departments and institutions shall clearly define the administrative agencies and personnel for the use of official vehicles, implement the management responsibilities, and constantly standardize and strengthen the management of the use of official vehicles.
Article 6 the official travel of public institutions shall adhere to the direction of socialization and marketization, implement the requirements of running all undertakings diligently and frugally into the whole process and all links of the management of official vehicles, and strictly equip, intensively use and standardize the disposal of official vehicles, economize and efficiently ensure the needs of public services and public welfare undertakings.
Article 7 Public institutions shall be strictly equipped with vehicles within the control number of official vehicles approved and retained after the reform of the official car use system, and shall not exceed the number of vehicles in any form.
Article 8 if a public institution really needs to increase or adjust the control number of official vehicles due to the establishment or change of institutions, the increase of personnel establishment, the adjustment of work duties and other reasons, it shall fully demonstrate the necessity, the administrative department in charge shall make overall arrangements within the total control number of its subordinate institutions and report it to the State Administration and the Ministry of Finance for the record.
If, due to the newly established public institution, it is really necessary to specify the control number of official vehicles and it is difficult to adjust and solve, the public institution shall submit an application in accordance with the relevant policies and regulations on the reform of the official car use system, and the competent administrative department shall, in accordance with the "three determinations" of the public institution, with reference to the situation of other institutions of the same level, type and size, and submit them to the State Administration and the Ministry of Finance for the record.
If a public institution reduces the number of vehicles controlled for official use due to the cancellation or change of institutions, the reduction of staffing, the adjustment of work duties and other reasons, the competent administrative department shall, in accordance with the relevant provisions, report the reduction to the State Administration and the Ministry of Finance for the record.
Article 9 the following standards shall be strictly followed in the equipment of official vehicles of public institutions:
(1) cars or other small passenger cars with a price of less than 120000 yuan (excluding vehicle purchase tax, the same below) and with an exhaust capacity of less than 1.6L (including) for confidential communications.
(2) Business vehicles, work vehicles used for emergency and other official duties, and other vehicles equipped according to regulations shall be equipped with cars or other small passenger cars with a price of less than 180000 yuan and an emission capacity of less than 1.8L (including).

(3) the standard for the allocation of special professional and technical vehicles shall be determined by the competent administrative department in conjunction with the Ministry of Finance in accordance with the principles of ensuring the needs of work and strict economy, and shall be reported to the State Administration for the record.
The price of an official car equipped with a new energy car shall not exceed 180000 yuan.
The above-mentioned minibuses, medium buses and large buses are defined according to the public safety industry standard GA802-2019 "Motor vehicle types for Road Traffic Management" of the people's Republic of China.
Article 10 Public institutions shall be equipped with domestic vehicles, give priority to new energy vehicles, and gradually expand the proportion of new energy vehicles in accordance with the relevant provisions.
Working vehicles for confidential communications and business vehicles that are relatively simple and mainly driven in urban areas should, in principle, be equipped with new energy vehicles.
Article 11 the renewal of the equipment of official vehicles in public institutions shall be subject to the administration of annual plans. Public institutions shall, in accordance with their work needs, the situation of existing vehicles and the control number and equipment standards of official vehicles, formulate an annual update plan for the equipment of vehicles for official use, in which the updated number of new energy vehicles shall be specified. The competent administrative departments shall strictly examine and verify the rationality and compliance of the renewal requirements for vehicle equipment in their subordinate institutions, and give priority to solving them through intra-system adjustment, so as to ensure that the overall proportion of new energy vehicles equipped with updated vehicles in that year meets the prescribed requirements.
The annual renewal plan for the allocation of official vehicles of public institutions shall be incorporated into the general asset allocation plan of the central administrative institutions, which shall be examined and approved by the administrative department and reported to the State Administration for the record.
Article 12 Public institutions shall strictly implement the annual equipment renewal plan for official vehicles, and carry out vehicle procurement in accordance with the principle of "dispose of one vehicle and renew one vehicle" and in accordance with the relevant provisions of government procurement.
The updated equipment of official vehicles for public institutions in Beijing shall be examined and approved by the administrative department and submitted to the State Administration for approval, and the specific procedures and requirements shall be carried out in accordance with the measures for the Administration of official vehicle use indicators of the Central and State organs in Beijing (State Administration (2011) No. 167).
The authority for examination and approval of the replacement of official vehicles for public institutions outside Beijing shall be determined by the competent administrative department and reported to the State Administration for the record.
If it is true that due to special geographical environment and the need for the nature of work, if it is equipped with official vehicles in excess of the prescribed standards, or if it is equipped with domestic off-road vehicles, it shall fully demonstrate the necessity and strictly go through the formalities of examination and approval. Off-road vehicles shall not be used as regular vehicles for leading cadres.
Article 13 when accepting vehicle donations, public institutions shall comply with the laws and regulations such as the Law of the people's Republic of China on donation to Public Welfare undertakings and the regulations on the Administration of Administrative State-owned assets, and shall not break through the controlled number of vehicles for official use. shall not be used as a fixed car for leading cadres.
Article 14 except for special work vehicles with confidentiality requirements such as national security, the registered owner of official vehicles shall be the legal person of their own institution, and official vehicles shall not be registered in the name of the competent administrative department, other units, enterprises or individuals.
If the vehicle ownership of a public institution in Beijing changes, it shall go through the formalities such as transfer registration in time in accordance with the relevant provisions of the measures for the Administration of official vehicle use indicators of the Central and State organs in Beijing (State Administration (2011) No. 167).
Article 15 vehicles for official use in public institutions shall be managed centrally and dispatched uniformly. Public institutions shall strictly implement the relevant provisions on the registration and publicity of information on the use of official vehicles, as well as the relevant provisions on government procurement of refueling, maintenance and insurance, improve the system of bicycle accounting and annual performance evaluation of operating expenses, improve the efficiency of vehicle use and avoid idle waste.
Public institutions shall strengthen the management of the use of official vehicles, use official vehicles in strict accordance with regulations, and seal off driving during holidays except for work needs. Private use of public cars and public ownership of private cars are strictly prohibited, and they are not allowed to receive subsidies for official transportation, but also illegally use official vehicles or reimburse official transportation expenses.
Public institutions shall reduce the use of official vehicles for long distances, and their staff shall, except in special circumstances, take public transport when they go to other places for official business.
Public institutions shall not exchange, borrow or occupy vehicles belonging to subordinate units or other units or individuals, provide or equip vehicles to administrative departments or individuals, and shall not misappropriate or fix official vehicles such as business vehicles or special professional and technical vehicles for individual use.
Article 16 Special professional and technical vehicles must be equipped with fixed equipment for a long time and subject to labeling management, and spray or install marks uniformly prescribed by the state in the field of industry in the prominent position of the car body.
Article 17 the State Administration shall be responsible for the unified construction of the management information system for official vehicles of public institutions, and the competent administrative departments shall, in accordance with the requirements, organize their subordinate institutions to incorporate official vehicles into the information system, and gradually realize the information management of the whole process.
Article 18 official vehicles with a service life of more than 8 years may be renewed; if they can continue to be used after the renewal period, they shall continue to be used. If it really needs to be updated in advance due to safety and other reasons, the evaluation opinions shall be issued by a third-party professional institution and submitted to the competent administrative department for approval.
The authority for examination and approval of the disposal of official vehicles in public institutions shall be carried out in accordance with the current relevant provisions on the disposal and management of state-owned assets in central administrative institutions. Public institutions shall promptly dispose of vehicles through the central administrative institutions' platform for the disposal of state-owned assets on the basis of disposal approval and other relevant documents, except for secret-related vehicles, which shall be made public in accordance with the relevant provisions. The vehicles of units outside Beijing may be disposed of through the vehicle disposal institutions determined by the competent department in charge of local official vehicles in accordance with the procedures.
Article 19 Public institutions shall strictly control and strictly examine and approve leased vehicles. Except for the special circumstances such as schools, hospitals and other units used to ensure the daily commuting needs of the campus, "one thing, one rent" is implemented in principle, and no fixed-term car rental contract is signed. The authority for examination and approval of leased vehicles by public institutions shall be determined by the competent administrative department and reported to the State Administration for the record.
Public institutions shall not rent vehicles in a disguised form to exceed the control number and the prescribed standard car allocation, or be fixed for personal use, and shall not, in principle, lease similar vehicles when the existing vehicles are idle.
Article 20 Public institutions shall, as required, compile and report statistical reports on official vehicles, which truly, comprehensively and accurately reflect the relevant information on the equipment, use, disposal and management of official vehicles, which shall be examined and summarized by the competent administrative department and submitted to the State Administration.
Article 21 the State Administration shall strengthen the supervision and inspection of the administration of official vehicles of the competent administrative departments and public institutions, with emphasis on the supervision and inspection of the control number and equipment updating of the official vehicles of their subordinate public institutions examined and approved by the competent administrative departments.
The competent administrative departments shall strengthen the supervision and inspection of the renewal, use and disposal of official vehicles in their subordinate institutions, and assist the discipline inspection and supervision, finance, audit and government affairs management departments to carry out supervision and inspection work, timely find and correct problems in the management of official vehicles.
Public institutions shall bring the renewal, use and disposal of official vehicles and the implementation of funds and budgets into the scope of internal audit and take the initiative to accept supervision.
Article 22 the administrative departments with outstanding characteristics of the official vehicle management industry of public institutions shall, in accordance with the relevant provisions of the State and these measures, formulate and improve the relevant supporting systems in the light of reality, and report them to the State Administration for the record.
Article 23 institutions belonging to the organs of the National people's Congress, the National Committee of the Chinese people's political Consultative Conference, the central authorities of the democratic parties, and the vertical administrative organs and dispatched offices of the central state organs shall be administered in accordance with these measures.
The regulations on the administration of official vehicles of party and government organs shall apply to the administration of official vehicles of public institutions with reference to the Civil Service Law. The official vehicles of public institutions subject to vertical management shall be administered by the competent administrative departments in accordance with the measures for the Administration of official vehicles of agencies dispatched by Vertical Administrative agencies under the Central State organs (for trial implementation).
The official use of vehicles by public institutions that implement the financial and accounting systems of enterprises shall be managed by the competent administrative departments in accordance with the relevant provisions on the reform of the system of official use of vehicles.
The administration of official use of vehicles for cadres at the ministerial level of public institutions shall be carried out in accordance with the relevant provisions of the Central Committee.
Article 24 the State Administration of China shall be responsible for the interpretation of these measures.
Article 25 these measures shall enter into force as of October 1, 2023.
