The market size of China's intelligent network connection automobile industry was 63.6 billion yuan in 2019 and increased to 101.2 billion yuan in 2021, with a compound annual growth rate of about 26.1%.
In 2021, 4.766 million models with L2 intelligent driving function were sold in China's new passenger car market, with a penetration rate of 23.5%, an increase of 57.2% over the same period last year. In 2022, the sales of new intelligent passenger cars equipped with auxiliary self-driving systems reached 7 million, an increase of 45.6 percent over the same period last year, and the market penetration increased to 30.9 percent.
Most domestic car companies have mass produced L2-level auxiliary driving cars, realizing large-scale commercial application. According to the statistics of the Intelligent Network Alliance of Automobile Industry Innovation, from January to May 2023, the number of L2 intelligent driving vehicles with combined driving assistance functions reached 3.099 million, an increase of 40.6 percent over the same period last year, and the market penetration rate reached 42.2 percent.
At present, intelligent driving technology in China is still in the stage of development. Cars equipped with L2 driving technology have been mass produced, but the application scenarios are still limited. Intelligent Internet-connected vehicles equipped with L3, L4 and L5 self-driving technologies can only run in specific scenarios of experiments and demonstrations. With the introduction of technological improvement and self-driving technology access policy, L3 cars are expected to be sold in 2023, and L4 and above cars are expected to be sold in the domestic market in 2025.

The main tasks include four aspects and twelve specific tasks.

III. The "opinion" stipulates that enterprises should establish and improve the automobile data safety management system, fulfill the obligations of data security protection in accordance with the law, and clarify the responsible departments and responsible persons.
The enterprise shall establish the automobile network safety management system, implement the network security grade protection system and the real name registration management requirements of the car-connected network card in accordance with the law, and clarify the network security responsibility departments and responsible persons.
If an enterprise produces automotive products with the function of online upgrade (also known as OTA upgrade), it should establish management capabilities adapted to automotive products and upgrading activities. At the same time, to ensure the consistency of product production, it is not allowed to add or update auto-driving functions through online and other software upgrades without approval.
The opinion stipulates that if an enterprise produces automobile products with driving assistance and self-driving functions, it shall clearly inform the vehicle function and performance restrictions, driver responsibilities, human-computer interaction equipment indication information, function activation and exit methods and conditions, and other information. At the same time, the product safety management of combined driving assistance function should be strengthened, and the product safety management of self-driving function should be strengthened to ensure reliable spatio-temporal information service. Enterprises shall strengthen their self-inspection and find that there are problems in the production and sale of automobile products. They shall take measures to rectify and report them in a timely manner.

At the same time, the regulations focus on the safety risks of personal information and important data in the automotive field, and provide for a number of key issues.
The regulations define the operation data, face and license plate of the automobile charging grid as important data, which has an important impact on the compliance work of the intelligent network related automobile enterprises in the process of data collection and management.
The intelligent network automobile industry has a great demand for data, which includes vehicle data, user data, map data, location data, visual data, road condition data, business data and third-party data. The regulations advocate the localized storage and processing of personal information and important data on the vehicle side, and if it is really necessary to provide it outside the vehicle, anonymization and desensitization should be carried out as much as possible in accordance with the principle of desensitization.
