EdgeDeflector developer Daniel Aleksandersen, a third-party default browser modification tool, said after testing:

After our testing, regardless of whether the user is in Europe or not, even with the latest preview version of Win11 Build 23531, the browser that opens the link by default is still Edge.

I have reviewed the findings over and over again and found no changes officially mentioned by Microsoft. Web links are still forced to be opened through an Edge browser, rather than the default web browser set by the user.
