Anchor the "double carbon" goal to promote the integration of pollution reduction and carbon reduction

Since the goal of "double carbon" was put forward in 2020, China has unswervingly and steadily promoted the implementation of carbon peak carbon neutralization. In 2022, the Ministry of Ecological Environment and other national ministries and commissions jointly issued the Implementation Plan for Synergy of Pollution Reduction and Carbon Reduction, focusing on strengthening source prevention and control, highlighting key areas, optimizing environmental governance, carrying out model innovation, strengthening support and guarantee, and strengthening organization and implementation.

However, unlike developed countries to strengthen carbon emission control after solving environmental pollution problems, China faces the dual strategic task of promoting the fundamental improvement of ecological environment and carbon peak carbon neutralization in a coordinated manner, which needs to be planned, deployed and promoted as a whole to realize coordinated treatment of pollution reduction and carbon reduction.

Zero-carbon Smart Park Solution Enabling Industrial System Green Upgrade

Taking industrial parks as an example, industrial parks are the engines of local economies, recognized as "large energy users," and key entry points for pollution and carbon treatment. However, the industrial park system is complex, one side is the energy conservation and emission reduction targets that cannot be compromised, and the other side is the management dilemma that cannot be started. Based on the zero-carbon smart park solution, Xinhua Third Group starts from the three dimensions of investment attraction, governance and service, and adopts the digital intelligence system of "combing-diagnosis-service-optimization" to comprehensively enable the green transformation and upgrading of the industrial park.

● Portrait of park enterprises to assist green investment promotion accurately and efficiently: due to lack of information such as enterprise operation management and carbon pollution emission, investment promotion in traditional industrial parks is often passively included in enterprises with high carbon emission, low benefit and high pollution. Xinhua III added carbon pollution index to the investment invitation index system of industrial park, and precipitated accurate data portrait of park enterprises relying on zero-carbon intelligent operating system, covering carbon pollution index, operation status, punishment situation, qualification honor and other information, helping green investment to be accurate and efficient, investment invitation accuracy increased by more than 3 times compared with the same period last year, and cost decreased by more than 70% compared with the same period last year.

● Simultaneous treatment of pollution and carbon to realize green coordinated development of industry: combined with the theory of coordinated treatment of carbon pollution in the industry, create a trinity coordinated management platform for pollution reduction and carbon reduction of "source, process and end" for law enforcement departments, and carry out real-time, accurate and comprehensive monitoring and treatment for key enterprises. The disposal efficiency of law enforcement departments has been increased by more than 2 times, the response time has been shortened by more than 60% year-on-year, and the carbon pollution emission of enterprises has been reduced by more than 30% year-on-year.

● Carbon reduction and quality improvement, green and low-carbon transformation of service industry: through data precipitation and algorithm model of zero-carbon intelligent operating system, construct carbon efficiency index of enterprises, link carbon emission grade with enterprise admission and exit mechanism, and accelerate adjustment of existing industrial structure. For low-carbon efficiency enterprises, assist management departments to clean up and retire high-carbon emission lines, or guide them to carry out industrial structure transformation. At the same time, we will promote the corresponding land collection and storage work, give space and indicators to high-quality enterprises and key projects, and bring new possibilities for the development of the park.

At present, the zero-carbon smart park solution has been fully implemented in the future factory of Xinhua Third Group, relying on one zero-carbon intelligent operating system and the four-level governance framework of "source-detection-management-service." On the one hand, new energy technology and energy storage technology are used to improve the carbon emission status quo of the park and reduce energy expenditure; On the other hand, through the inventory of carbon base, the digital system of carbon emission model analysis of the factory has been constructed, which has helped to reduce the annual carbon emission of the factory by nearly one thousand tons. The future factory has realized the full-stack upgrade of "zero carbon + wisdom" capability, successfully selected into the excellent smart park case of the National Beacon Committee, and created a demonstration model for the construction of zero-carbon smart park.
