Moreover, at present, the local city administration and transportation bureau of Shijiazhuang have not stopped the unlicensed cars of these enterprises.

At the same time, a large number of "ofo" were taken away. It is understood that most of these "ofo" are motorcycles driven by Meituan and pine cones, and they are called "ofo" by local residents because of their yellow body color. A staff member of an abandoned company told New Yellow River that the receiver claimed to be a staff member of the Transportation Bureau. Where did the taken "ofo" go? Some of the seized motorcycles were transported here 150 meters northeast of Rishun warehouse (Xinhua) in Zhengding County, Shijiazhuang City, Hebei Province. This is also the "graveyard" of motorcycles. The so-called "cemetery" refers to a metaphor for those seized shared bikes piled up in dilapidated parking lots in the suburbs.

According to the clue to the New Yellow River reporter, Shijiazhuang bicycle "cemetery" has formed a scale of at least four, in Shijiazhuang Zhengding County, the two shared motorcycle parking sites, a distant view of a "yellow."

One of the parking lots called "Rishun parking lot in Zhengding County" contains about 8000 shared motorcycles, almost all of which are yellow Meituan motorcycles; the other parking lot is located around the "Hebei Jiesheng Construction Industrial Base in Zhengding County". There are about 20, 000 Meituan motorcycles here, and there is another place with more than 1000 pine cone motorcycles, which is even larger.

According to the staff of the company who stopped the car, the law enforcement officials of the municipal transportation department once explained that it was because these cars were seized without license plates. However, in the city of Shijiazhuang, a large number of unlicensed cars, such as tangerine and Hello, are still driving in the streets, and there is no case of cars being stopped. In the existing large-scale shared motorcycle "cemetery" in Shijiazhuang, there are no brand vehicles other than yellow.

According to reports, in April 2023, Meituan motorcycles that failed to win the auction were gradually put into operation in Shijiazhuang. After the abolition of the bid, it is still in operation, and the motorcycle market is "open but not released".

The end of the car that is treated differently is much more than "licensed and unlicensed" behind the incident.

On May 11, 2022, Shijiazhuang City, by online auction, publicly auctioned the "paid right to use public resources for three years" for shared bicycles in five urban districts, including Chang'an District and Qiaoxi District, and the distribution combination of 100000 shared two-wheeled bikes. Five targets were set according to "12000 shared bicycles + 8000 shared motorcycles", involving a total of 60,000 shared bikes and 40,000 shared motorcycles.

At that time, the starting price for each bid was set at about 3.4 million yuan. after a total of 285 rounds of fierce bidding for three hours, it was finally won by four enterprises: Hello Bicycle, Green Orange Bike, people's Travel and Shijiazhuang Traffic Technology.

After the auction, the media revealed that the transaction prices of the five bids were as high as 189 million yuan. Shijiazhuang had no comment, and one bidding company had confirmed the figure to China Newsweek.

Among them, Hello Bike captured two of the targets, corresponding to 24000 shared bikes and 16000 shared motorcycles; Green Orange Bike, people's Travel, and Shijiazhuang Shengzhuang Traffic Technology each won one target, and the corresponding number of shared bikes and motorcycles were 12000 and 8000 respectively.

However, the high price of 100000 shared bicycles in Shijiazhuang has not been auctioned for less than a year. On April 3, 2023, the website of Shijiazhuang Municipal Bureau of Communications issued a notice signed off as "Hebei Jinzheng auction Co., Ltd." announced the abolition of Shijiazhuang Internet rental bicycles and Internet rental electric bicycles market-oriented allocation of public resources for three years paid use right project auction announcement.

After the cancellation of the tender, the four winning companies are still operating in the city. At present, the official website of Shijiazhuang Transportation Bureau has not issued the relevant access requirements, nor has it released the filing announcements of four enterprises.

After the abolition of bidding in Shijiazhuang, there are a large number of unlicensed shared motorcycles in the city, and the number of unlicensed cars is far more than that of licensed cars. According to data provided by industry insiders, among the shared motorcycles currently in operation in Shijiazhuang, the over-delivery of Hello and Green Orange is the most typical. Industry insiders estimate that the actual number of vehicles bidding for Hello and Green Orange is about 30,000, but when bidding last year, the winning share of Hello was 16000 and that of Green Orange was 8000.

The clue reflects that the shared motorcycle industry is not on the negative list of market access, and all kinds of market entities can enter equally in accordance with the law. However, after the abolition of bidding in Shijiazhuang, Shijiazhuang did not implement the rectification and reform of the negative list. After abolishing the bid, the four brands that still won the bid are in operation, and other shared motorcycle brands with operational qualifications are not on record and have access to the license, which is basically a situation of "opening but not letting go".

Tens of thousands of motorcycles have piled up, and fire safety worries the public.

At present, in many "cemeteries" of shared motorcycles found in Shijiazhuang, a large number of shared motorcycles are piled up in dilapidated parking lots in the suburbs and left unattended, and roughly tens of thousands of yellow motorcycles have been seized. The high temperature and dense environment once made many citizens worry about the hidden dangers of safety.

Almost all of the shared bikes in the existing "graveyard" are equipped with batteries. A person from a company that was detained for sharing bikes told reporters that after these bikes were detained, they were not allowed to take away their batteries.

In this regard, fire safety industry insiders said that a large number of shared motorcycles with lithium batteries stacked together, there is a serious fire risk. If the shared motorcycles are placed in large quantities for a long time, the safety risks are more serious. "in the event of a fire, the fire may spread very quickly."

Citizens living around the parking lot are also worried about the hidden dangers in front of their homes. This summer, it is high-temperature and rainy, and it is exposed to the sun and rain for a long time, and if there is no maintenance, the related components of the battery will age easily, the water resistance will decline obviously, and the phenomenon of short circuit into the battery may occur. It's very easy to start a fire.

There is no standard for market access for motorcycles, and the enterprise's application for registration has not been accepted for half a year.

Since members of the public have a demand for motorcycles and the Government also supports the entry of motorcycles into the market, why are motorcycle brands treated differently when entering the market?

A reporter from the New Yellow River learned that after the announcement of the tender was abolished, the transportation department of Shijiazhuang did not issue any clear public notice informing the city of the access conditions for shared motorcycles.

From the Shijiazhuang market, the operators who directly control the quota are the four bidders in the previous auction, and their shares are completely consistent with the results of the auction. However, Hebei Jinzheng auction Co., Ltd. has abolished the auction notice, and the auction shares of the above four bidders are invalid, that is to say, Shijiazhuang has not formed an effective way of quota allocation.

Moreover, motorcycle enterprises such as Meituan and Pinecone Travel have filed and registered applications in writing to Shijiazhuang Transportation Bureau and Shijiazhuang Public Security Bureau Traffic Bureau many times in accordance with the regulations, and reported to Shijiazhuang Traffic Bureau face-to-face many times. At the same time, they submitted the filing application letter face-to-face for as long as half a year, but it was not accepted.

For the helplessness and doubts of the motorcycle enterprises, the New Yellow River reporter contacted the main person in charge of the local transportation bureau of Shijiazhuang many times, and the other party said that he would hang up the phone "if it is not convenient to reply at the meeting," while the staff on duty said that he would reflect the matter upward. However, as of press time, no official reply has been received.
