CTOnews.com Sept. 1 news, the Ministry of Industry and Information Technology and other seven departments today issued a steady growth work plan for the automotive industry (2023-2024) to support the expansion of new energy vehicle consumption.

The "main goal" of the plan points out that in 2023, we will strive to achieve annual car sales of about 27 million vehicles, an increase of about 3 per cent over the same period last year, of which sales of new energy vehicles are about 9 million, an increase of about 30 per cent over the same period last year; and the added value of the automobile manufacturing industry is up about 5 per cent year on year. In 2024, the operation of the automobile industry will remain within a reasonable range, and the quality and efficiency of industrial development will be further improved.

CTOnews.com learned from the document that the programme proposed a total of seven work initiatives:

(1) support the expansion of the consumption of new energy vehicles. We will do a good job in implementing the existing preferential policies such as vehicle and vessel tax and vehicle purchase tax on new energy vehicles, do a good job in clearing and auditing the subsidy funds for new energy vehicles, and actively expand the proportion of personal consumption of new energy vehicles. We will organize and carry out pilot work in the pilot area of comprehensive electrification of vehicles in the public domain, speed up the promotion and application of new energy vehicles in urban public transport, rental, sanitation, postal express delivery, urban logistics and distribution, and study and explore the zero-emission pilot of regional freight heavy trucks. We will further improve the level of electrification of vehicles in the public domain. We will organize and carry out activities for new energy vehicles to the countryside, encourage enterprises to develop more advanced and applicable models, and fully tap the consumption potential of rural areas. We will encourage the application of power exchange modes for new energy vehicles and promote the deep integration of new energy vehicles and energy. We will further promote the demonstration of fuel cell vehicles and steadily improve the application scale of fuel cell vehicles.

(2) to stabilize the consumption of fuel vehicles. All localities are not allowed to add new car purchase restrictions, and encourage areas with car purchase restrictions to increase a certain number of car purchase targets on the basis of the 2022 car purchase target, so as to further promote automobile consumption. We will strengthen the monitoring of industrial development and the dynamic evaluation of the market, encourage places with conditions to study and formulate relevant support policies on the premise of fairness, impartiality and openness, eliminate local protection practices, and maintain a unified national market. Encourage enterprises to be green and low-carbon-oriented, actively explore hybrid, low-carbon fuel and other technological routes, to promote the steady development of the fuel vehicle market. Encourage enterprises to increase the supply of high-end and customized saloon cars, pickups and other products, and deeply tap the consumption potential of market segments.

(3) to promote the improvement of quality and efficiency of automobile exports. Encourage automobile enterprises to speed up the research and development and production of automobile products oriented to the international market, establish and improve the international marketing service system, strengthen cooperation with shipping enterprises and domestic and foreign financial institutions, consolidate and expand automobile exports in key countries and regions, strengthen the development of countries and emerging markets along the "Belt and Road Initiative" route, and cultivate automobile export advantages. Guide industry institutions to set up international development and innovation alliances of automobile enterprises, and promote the co-construction and sharing of information resources and network channels among enterprises. We will study and build information sharing service platforms such as overseas policies, regulations and standards, and promote the unification of testing and certification standards with major export destination countries. We will strengthen cooperation with key countries and regions on low-carbon development of the whole industry chain, promote the formation of a mutually recognized accounting system for carbon emissions and carbon footprints, and create a better environment for the overseas development of automobile enterprises.

(4) to promote the scrapping and renewal of old cars and the consumption of used cars. Local governments are encouraged to make comprehensive use of economic, technological and other means to promote the elimination and scrapping of passenger vehicles with national and lower emission standards and non-standard commercial vehicles in violation of regulations. Areas where conditions permit can carry out the trade-in of old vehicles for new ones and speed up the phase-out and renewal of old vehicles. We will promote and improve the recycling system of scrapped motor vehicles and smooth the channels for scrapped recycling. We will support the large-scale development of the circulation of used cars, strictly implement and abolish the immigration restrictions on small non-operating used cars that meet the national five-year emission standards, and promote the free circulation of used cars and the cross-regional operation of enterprises.

(5) to improve the quality of product supply. Support the development of automotive chips, solid-state batteries, operating systems, high-precision sensors and other technologies and promotion and application, to further improve product performance. Optimize and improve automotive technical standards and automotive product quality certification supply system, and guide enterprises to improve the safety and technical level of automotive products, reduce fuel consumption of traditional fuel vehicles, and improve the low temperature adaptability of new energy vehicles, continue to improve the quality of automotive products, so that consumers can feel at ease to buy and use. Guide enterprises to speed up the innovative application of new technologies such as 5G information communication, vehicle-road coordination, intelligent cockpit and self-driving, develop more service functions suitable for consumers, continuously enhance the driving experience, and generate more purchase demand.

(6) to ensure the stability and smooth flow of the industrial chain supply chain. We should give full play to the role of a smooth coordination platform for the industrial chain supply chain, guide upstream and downstream enterprises to strengthen the docking of supply and demand and in-depth cooperation, and form strategic alliances, sign long-term orders, technical cooperation and other long-term mechanisms to stabilize supply. We will organize and carry out the work of "publishing the list of large enterprises" and "unveiling the list of small and medium-sized enterprises" to promote the formation of a joint force of collaborative innovation among large, small and medium-sized enterprises. Organize and carry out "1th N" manufacturing transfer and development docking activities to improve the resilience and safety level of the industrial chain supply chain. Establish and improve the supply chain safety monitoring and evaluation public service platform of the automobile industry chain, dynamically monitor the changing trend of enterprise supply on the chain, and identify the supply chain security risks as soon as possible.

(7) improve the construction and operation of infrastructure. Implement the guidance on the further construction of high-quality charging infrastructure system and optimize the supporting environment. We will encourage all localities to scientifically predict the charging demand for new energy vehicles, do a good job in the layout of public charging networks in cities and surrounding counties, and promote the layout and construction of charging facilities and the expansion and transformation of supporting power grids in an orderly manner. Encourage the promotion and application of new technologies such as high-power charging, intelligent orderly charging and "optical storage charging" integrated station, so as to improve the guarantee ability of charging service. Guide local subsidies and support to expressways, townships and other affordable charging infrastructure, and increase industry support. Encourage local governments to speed up the construction of hydrogen energy infrastructure and promote the demonstration application of medium-and long-distance and medium-and heavy-duty fuel cell commercial vehicles.
