According to reports on the evening of August 30, Beijing time, a group of British MPs recently called on the government to enforce clearer and stricter rules on artificial intelligence systems to prevent some copyright content from being illegally exploited.
In order to attract artificial intelligence companies and technologies to the UK as soon as possible, the government has proposed a new copyright law exemption, the British Culture, Media and Sports Commission (CMSC) said in a report on Wednesday. If the proposal is approved, copyrighted artistic and cultural content will easily be reduced to training materials for generative artificial intelligence.

CMSC's warning comes as Hollywood suffers its first simultaneous strike of screenwriters and actors since 1960. Writers and actors believe that artificial intelligence will threaten their jobs.
The warning also highlights the challenges facing the British government in pandering to artificial intelligence. The British government wants to become the centre of the global artificial intelligence industry and regulation, and plans to host the world's first artificial intelligence summit in November.
The CMSC said in its report that if the government failed to introduce clear regulations around intellectual property protection, the UK could lose its integrity in creative industries. At present, British copyright law provides a limited exemption for copyright, allowing only text and data mining for non-commercial research purposes.
Last year, the British government proposed a new concept that allows text and data mining for any purpose. This will allow artificial intelligence developers to train their artificial intelligence models using copyrighted content without permission.
Since then, British government officials have been trying to allay concerns, saying they will consult with all industries to improve regulation.
CMSC suggested that the government abandon the exemption scheme and instead reach mutually beneficial agreements with creative industry trade groups to help smaller artificial intelligence developers get licenses.
Artists have become increasingly concerned that developers are using unlicensed protected content to train their artificial intelligence models. In July, an industry group representing the British music industry called for a record-keeping system that would allow tracking of all music used to train artificial intelligence applications.
YouTube and Universal Music Group (UMG) recently announced that they will work together to ensure that artists receive fair compensation when used by generative artificial intelligence tools.
Finally, CMSC urged the UK government to release an update on how to manage the impact of artificial intelligence on creative industries by the end of the year.
