According to the official account issued by ▲ Tuyuan Customs, during on-site inspection, Dayaowan Customs officers found that a batch of goods declared as "aluminum electrolytic capacitors" had no packaging, no qualified marks, no instructions, accompanied by a strong irritating smell, mixed with circuit boards, charging plugs and other waste electronic components, waste paper shells, plastics and other sundries. It has been identified that the goods belong to capacitor recycled materials that cannot be sold, circulated or used in accordance with their original use, and belong to foreign garbage prohibited by the state.

The official account issued by ▲ Tuyuan Customs is no stranger to the term "foreign garbage". It usually refers to the import of solid waste, and sometimes refers to the import of solid waste prohibited by the state by means of smuggling or entrainment, or the import of solid waste which is restricted by import without permission.

According to the CTOnews.com inquiry, on November 24, 2020, the Ministry of Ecology and Environment, the Ministry of Commerce, the National Development and Reform Commission and the General Administration of Customs issued a notice on matters related to the total ban on the import of solid waste, explicitly requiring that from January 1, 2021, the import of solid waste should be prohibited by any means, and solid waste outside China should be prohibited from dumping, stacking and disposal.

Since the beginning of this month, the General Administration of Customs has announced a number of "foreign garbage" cases to be investigated and dealt with. On August 1, Zhangjiagang Customs, which belongs to Nanjing Customs, seized 24.2 tons of foreign garbage. When the customs officer examined a batch of goods declared as "metal silicon", he found that the goods looked like broken glass, mixed with thin films, straps, etc., which were identified by professional institutions as waste silicon wafers and a mixture of waste wafers produced by the relevant production process of monocrystalline silicon, belonging to foreign garbage.

On August 6, the General Administration of Customs said that the Daxie Customs, which belongs to Ningbo Customs, had previously seized a batch of waste mobile phones and tablets belonging to foreign garbage, totaling 27.84 tons.

▲ Tuyuan Customs issued an official account recently, Meishan Customs inspectors under Ningbo Customs found obvious traces of use, dust on the surface, and rust on metal screws when inspecting a batch of imported LCL goods. After identification, it is confirmed that the goods belong to foreign garbage, a total of 716 sets, weighing 431.37 kg.
