According to the opinion of the Ministry of Industry and Information Technology, 5G lightweight (short for RedCap,ReducedCapability) technology is an important way for 5G to realize the interconnection of people, machines and things.

The Ministry of Industry and Information Technology pointed out that by 2025, the comprehensive capability of the 5GRedCap industry will be significantly improved, new products and models will continue to emerge, the scale of integrated applications will be increased, and the security capability will be enhanced synchronously. Cities at and above the county level across the country have achieved 5GRedCap coverage, and the number of 5GRedCap connections has increased by tens of millions.

Therefore, the Ministry of Industry and Information Technology hopes to select a number of 5GRedCap application demonstration benchmarks to form a batch of replicable and popularable solutions, and to create more than 5 5GRedCap application fields with millions of connections.

In the opinion, the Ministry of Industry and Information Technology said that it is necessary to promote the formulation of 5G RedCap standards, build a 5G RedCap industrial system, speed up the upgrading of 5G network RedCap capacity, actively carry out 5G RedCap application innovation, create a 5G RedCap demonstration benchmark in the industry, build a 5G RedCap ecological environment for financing and development, and enhance the security capability of 5G RedCap.

The Ministry of Industry and Information Technology also stressed that, in accordance with the principle of moderate advance, to promote the commercial use of 5G RedCap in stages and regions, speed up the realization of continuous coverage of 5G RedCap in major cities, improve the business continuity and reliability of wide area IoT, and support more application scenario access.

For relevant industrial systems, the MIIT requires to promote the coordination between the upstream and downstream of the industrial chain, promote the R & D and industrialization of products such as 5G RedCap chips, modules, terminals, networks, instruments, etc., and speed up the integration of RedCap with network slicing, high-precision positioning, 5G LAN (local area network) and other 5G enhanced functions to meet the application needs of different industry scenarios.

5G lightweight (abbreviation of RedCap,Reduced Capability) technology is an important way for 5G to realize the interconnection of people, machines and things. Promoting the evolution and application innovation of 5GRedCap technology will play a positive role in the construction of new infrastructure, the transformation and upgrading of traditional industries, and the deep integration of digital economy and real economy. In order to promote the evolution of 5G RedCap technology, product research and development and industrialization, and promote the large-scale development of 5G applications, we are hereby notified as follows.

I. Development goals

By 2025, the comprehensive capability of 5G RedCap industry will be significantly improved, new products and new models will continue to emerge, the scale of integrated applications will be increased, and the security capability will be enhanced synchronously.

II. Main tasks

(1) to promote the formulation of 5G RedCap standards. Develop relevant industry standards of 5G RedCap based on 3GPPR17 version, clarify the technical requirements and testing methods of related equipment, etc. Support all parties in the industry to actively participate in the international standard development of 3GPP R18 and subsequent versions of 5G RedCap to enhance the technical capability for Dalian connection scenarios.

(2) to construct 5G RedCap industrial system. Promote the coordination between the upstream and downstream of the industrial chain, promote the R & D and industrialization of 5G RedCap chips, modules, terminals, networks, instruments and other products, and accelerate the integration of RedCap with network slicing, high-precision positioning, 5G LAN (local area network) and other 5G enhanced functions to meet the application needs of different industry scenarios. Give full play to the existing network advantages of basic telecom enterprises, promote 5GRedCap technology testing and application verification, and accelerate commercial landing through scene adaptation. Enrich terminal types and product forms, carry out 5G Inside and other ecological activities, improve the application compatibility and industry recognition of 5GRedCap terminal products, reduce the cost of 5GRedCap3 chips and modules, and speed up the commercial landing and promotion of terminals.

(3) to speed up the upgrading of RedCap capability of 5G network. In accordance with the principle of moderate advance, we will promote the commercial use of 5G RedCap in stages and regions, accelerate the continuous coverage of 5G RedCap in major cities, improve the business continuity and reliability of wide area IoT, and support more application scenarios access. Promote the industry virtual private network to apply 5GRedCap technology, improve 5G IoT capability, better adapt to the characteristics of the industry and meet application needs.

(4) actively carry out innovation in the application of 5G RedCap. Focus on industrial digitization, intelligent governance, intelligent life and other aspects, speed up the exploration of 5GRedCap applications, cultivate a new model, new business type. Promote the application of 5G RedCap in wireless sensing, equipment control and other production links, create more scenario solutions for industry, energy, logistics, port, vehicle networking and other fields, and enable the digital transformation of the industry. We will promote the integration and innovation of 5G RedCap with data acquisition and video surveillance, accelerate the expansion of applications in areas such as public safety and smart cities, and promote the continuous improvement of social governance capabilities. Promote the evolution and upgrading of new terminals such as wearable and smart home to 5GRedCap, and help personal application innovation emerge continuously.

(5) to build a demonstration benchmark for 5G RedCap in the industry field. We will promote industry leading enterprises and basic telecommunications enterprises to create a demonstration benchmark for the application of 5G RedCap that is innovative, effective and easy to replicate and promote. Through the "blooming Cup" 5G application competition, case collection, industrial Internet pilot demonstration projects, 5G factory catalogue release and other activities, gather excellent cases and resources, establish advanced models, guide the application innovation and development of various industries, and accelerate the formation of a number of 5GRedCap4 application fields with millions of connections.

(6) to build a 5G RedCap ecological environment for financing and development. Encourage basic telecommunications enterprises and industry leading enterprises to give full play to their industrial advantages, promote 5GRedCap technological innovation, promote the coordinated development of the upper and lower reaches of the industrial chain, cultivate a number of 5GRedCap innovative small and medium-sized enterprises, and form a development pattern of large and medium-sized enterprises. Give full play to the guiding role of the IMT-2020 (5G) promotion group, continue to promote specification formulation, technical testing and other related work, speed up the maturity of the 5GRedCap industry, and promote 5GRedCap to have commercial conditions. (7) to improve the security capability of 5G RedCap. Promote 5GRedCap security and technology, application synchronous planning, synchronous construction, synchronous operation. Centering on the new features of 5GRedCap products, speed up the development of relevant security standards for terminals, networks and platforms, strengthen security risk assessment before 5GRedCap launch and commercial trial, speed up the implementation of security capabilities such as situation awareness and threat monitoring, and enhance 5GRedCap security capabilities. Encourage the research and development of 5G RedCap safety-related testing tools and service platforms to promote the replication and promotion of excellent safety products and solutions.

III. Safeguard measures

(4) to increase the application and promotion. For key industries to strengthen the promotion of 5GRedCap scale application of typical cases and demonstration benchmarking.
