Recently, the Ministry of Industry and Information Technology and other four departments jointly issued the implementation Plan of the New Industry Standardization pilot Project (2023 ─ 2035), which includes optimizing and perfecting 5G standards for key scenarios and industry applications in the new generation of information technology. So how did the new 5G standard come into being? At a media communication meeting held some time ago, Li Yan, vice president of technical standards of Qualcomm, explained the standard-setting process of the 3GPP organization and Qualcomm's role in promoting the continuous evolution of 5G standards.

Li Yan said that there is a systematic process for 3GPP to formulate standards, which first puts forward the problems to be solved, then divides the problems into various parts, such as access, coding, signaling, core network, security, and so on, and then organizes the discussion by the person in charge of each sub-task, summarizes the consensus reached after the discussion and reports it to the plenum. After the approval of the plenum, it will be integrated into Release for release. Taking the 5G standard as an example, it is planned to go through a total of 6 Release versions. Release 15, 16, 17 has been frozen, and then it will continue to evolve to Release 18, 19, 20. One of the focus areas of Release 18 is satellite communications. Qualcomm has accumulated in the field of satellite communications for more than 30 years, led the research and development of satellite communication functions in 3GPP's latest 5G Release 17, and will continue to promote the development of satellite communication technology for end-user terminals and the Internet of things in 5G Advanced.

Li Yan also cited 5G NR-U as an example to illustrate Qualcomm's influence and leadership on 5G standards. Before the formulation of the 5G standard, Qualcomm proposed to use LAA license-assisted access technology to solve the growing demand for mobile communication access. At that time, the industry was still skeptical about LAA, so Qualcomm continued to help the industry understand the importance and feasibility of LAA through various forums, lectures and other ways. And demonstrate the coexistence of LAA and Wi-Fi, enhanced LAA and other technologies in influential conferences, such as MWC. Also actively cooperate with operators to experiment, implement in the product. Finally, the technology is successfully introduced into the LTE standard Release 13. In the 5G standard period, Qualcomm promotes the further evolution of LAA technology, renaming it to 5G NR-U, which can further support independent deployment without licensed spectrum resources, and this technology is being widely used in 5G enterprise private networks.

Li Yan said that the influence of the evaluation criteria should not only look at the number of patents obtained or how many patents have been included in the criteria, but should pay more attention to which technologies and functions are actually used by the industry. In the process of setting 5G standards, Qualcomm not only puts forward new problems, but also works with the industry to overcome difficulties, solve problems, form standards, and promote landing to specific industries to form influence in the industry.
