Shulou(Shulou.com)11/24 Report--
On the afternoon of August 28, Beijing time, Microsoft Vice Chairman and President Brad Smith said: "I think [the acquisition of Activision Blizzard] needs to make regulators speak for themselves. They need to make decisions, especially in the UK. But from my point of view, what we really need to do is to take these concerns to heart."
On Tuesday, Microsoft submitted a new proposal to British regulators to buy American game developer Activision Blizzard, after Microsoft's initial proposal was rejected.
Microsoft and Activision have agreed on a new restructuring agreement, which will now be investigated by the UK Competition and Market Authority, with a deadline for a decision on October 18.
In April, the UK blocked Microsoft's $69 billion acquisition of Activision Blizzard, maker of call of Duty, after the deal raised concerns among UK regulators about anti-competition in emerging cloud gaming markets. The acquisition will enhance Microsoft's strength in the field of mobile games, where Microsoft currently has few works.
Regulators are concerned that Microsoft may ban games on game consoles and PC players from using Activision games, especially those that have been hugely successful worldwide, such as call of Duty, making them exclusive to Xbox and other Microsoft platforms.
Us regulators tried to cancel Microsoft's acquisition in a legal battle, but a federal judge in San Francisco ruled in favour of Microsoft and Activision Blizzard, allowing the deal to continue in the US.
EU regulators approved the acquisition in May after Microsoft proposed some remedies to allay competition concerns. If consumers buy Activision games, Microsoft will provide royalty-free streaming game licenses to cloud game platforms.
On regulatory issues, Mr Smith said: "We are not trying to deny these issues. We are not trying to play them down, nor are we trying to ignore them."
"We have been trying to solve these problems," Mr Smith said at the Business 20 Summit in New Delhi. "by addressing these issues, we have reached a deal that will both promote competition and allay some people's concerns about anti-competition. I think the deal will be decided by regulators, especially in the UK."
Under the new agreement, Microsoft will not acquire cloud rights to Activision's existing PC and console games or new games released by Activision for the next 15 years, according to the UK regulator, the Competition and Markets Authority (CMA). French game publisher Ubisoft will acquire these rights before Microsoft acquires Activision, CMA added.
"for me, it's not just the secret to closing this deal," Smith said. I think that in the field of technology, whether we are talking about software, hardware or drugs, sometimes companies can work together to promote innovation and produce better products, and some measures may need to be taken to solve regulatory problems.
